MINIMUM REQUIREMENTS:

A bachelor’s degree from an accredited college or universityandfive (5) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity;or

A bachelor’s degree from an accredited college or university with a major in one of the computer sciences or management information systemsandfour (4) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity;or

A master’s degree from an accredited college or university in one of the computer sciences or management information systemsandthree (3) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity;or

A doctorate from an accredited college or university in one of the computer sciences or management information systemsandtwo (2) years of supervisory experience in data processing (excluding data entry);or

Completion of a 720 classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry)andsix (6) years of experience in data processing (excluding data entry), two (2) years of which must have been in a supervisory capacity. Experience in data processing (excluding data entry) can substitute on a year-for-year basis for the required college.

JOB DUTIES:

Incumbent serves as the Division’s Information Officer (DIO). Responsible for providing daily direction and management of all Florida Forest Service (FFS) Information Technology (IT) staff responsible for: Applications, Geographic Information Systems, and SharePoint/internet development/maintenance/support; desktop/laptop/tablet/phone support; and business analysis. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.

Serves as a consultant to FFS senior management for the implementation of comprehensive information systems. Researches, evaluates, and recommends requirements and specifications regarding software/hardware purchases. Consulting with vendors as needed. Coordinates hardware/software purchases associated with service/program projects. Reviews and approves all FFS IT purchases and information Resource Request (IRR) forms for compliance/compatibility/practicality. Participates as a representative of the FFS in Departmental meetings regarding information technology. Serves as FFS liaison with the private sector/vendors and other agencies (state, local government, federal).

Directs and coordinates the development and implementation of information systems according to the requirements of the Department's Information Technology Life Cycle (ITLC) / Project Management Office. Responsible for working with FFS Bureaus on IT projects to identify their business processes and determine the technology needed to meet the user requirements. Works with/directs the program areas through to project completion. Works with the program areas to complete Legislative Budget Requests/Invitation to Bid/Request for Proposal or Quote/Invitation to Negotiate documents for IT projects.

Plans and coordinates staff development regarding information systems and recommends training based on staff needs and purpose. Coordinates in-house training sessions and meetings, as needed. Responsible for ensuring that assigned program areas have operational procedures and processes, which result in accountability and compliance with FFS and department policies and procedures.

Administers the Department's Information Resource Security Program within FFS for information technology resources to ensure compliance with the standards and guidelines designated by the legislature and the Department's administrative policies and procedures.

Directs disaster recovery for IT-related equipment and resources for the FFS.

Performs other related duties as required.
