The Work You Will Do:
This position is responsible for directly overseeing highly technical positions accountable for maximizing the availability of SUNCOM telecommunications services to State of Florida agencies and other eligible users through the planning, procurement, contract execution, and contractor compliance associated with SUNCOM telecommunications services.

Your Specific Responsibilities:
Specific responsibilities of the CPMO Administrator include, but are not limited to, the following:
Develop and implement contract management and monitoring policies to ensure efficiency, even-handed treatment of vendors, and vendor accountability.
Identify and develop strategies to improve areas where DivTel contracted services lack in economy, quality, and/or expediency.
Ensure that all DivTel procurement and contract management activities are conducted in compliance with Florida Statutes, the General Appropriations Act, State and Federal rules, applicable codes of ethics, and instructions from the Governor.
Maintain knowledge and skills of relevant procurement processes and rules and technology and marketplace trends to strategically apply to DivTel’s procurements, contracts, and projects.
Identify marketplace opportunities and implement strategies that allow DivTel to procure and develop services that enhance Florida’s government.
Oversee the monitoring of contract performance for all DivTel contracted services to ensure accountability.
Foster and maintain a collegial and collaborative relationships with vendors and stakeholders.
Respond to complex inquiries regarding contract obligations and revisions.
Serve as the liaison between DivTel and contractors.
Coordinate and track all DivTel projects using professional project management techniques and analysis.
Drive DivTel’s strategic planning efforts through data governance and analytics.
Ensure DivTel exceeds industry standards in all respective areas.
Set data policies, standards and processes.
Ensure that all DivTel projects stay within scope, budget, and schedule by:
Maintaining a database of all scope, budget, and schedule change requests and determining how each change impacts the budget and schedule;
Maintaining a database of earned value management indicators such as cost performance index and schedule performance index; and
Determining if resources, such as human resources and budget, should be reallocated to other DivTel projects based on the status of projects’ scope, budget, and schedule.
Assist with training of contract and project managers.
Lead the day-to-day operations of the CPMO and foster a healthy and productive work environment.
Appropriately prioritize and achieve CPMO and DivTel goals.
Required Knowledge, Skills, and Abilities:
Demonstrated success with monetizing data.
Demonstrated success with contract negotiation, contract management, and vendor monitoring skills.
A proven record of demonstrating excellent internal and external customer service.
Experience in managing telecommunications contracts and projects is highly desirable.
Demonstrated success with establishing work unit goals and performance metrics and a strong personal and professional motivation to produce results aligned with organizational goals.
A proven record of successfully managing multiple high-priority projects.
Proficiency in the concepts, practices, and procedures for strategic and business planning.
Demonstrated success in working effectively within team-based work groups; facilitate team-based work groups; and plan, organize, and coordinate work assignments to ensure projects stay within scope, budget, and schedule.

Minimum Qualifications:
Completion of a four-year degree from an accredited college or university. Professional experience can substitute on a year-for-year basis for the required education relevant to the duties of this role.
A minimum of three years’ experience in vendor management.
Preferred Qualifications:
The ideal CPMO Administrator should possess the following qualifications:
A minimum of five years’ experience in government procurement in Florida.
A minimum of five years’ experience in project management.
A minimum of three years’ experience in supervising contract managers.
A minimum of two years’ experience in utilizing data analytics to guide strategic and business planning efforts for a large organization.
One or more of the following certifications is highly desirable: Florida Certified Contract Manager (FCCM); Florida Certified Negotiator Manager (FCCN); or Project Management Professional (PMP).
