Position Description

Tacoma Water (https://www.mytpu.org/about-tpu/services/water/) has an opportunity for a Professional Engineer to join the Engineering section in our Planning & Engineering Division. We are looking for someone to utilize their experience and knowledge in engineering and project management to provide engineering judgement, analysis, and leadership skills to support the delivery of clean, reliable, and cost-effective water to our customers. This position will lead drinking water infrastructure projects located throughout Tacoma Water’s service area and may manage delivery of infrastructure projects related to the Pipeline 1 Pressurization Program.

Pro jects and Programs the Engineering Team Works on:

  • Pipeline No. 1 (P1) Program. P1 is a 27-mile large-diameter (30-inch to 78-inch) transmission water main that is the primary water supply for the Greater Tacoma Area. Under a regulatory-compliance decree from the Health Department, P1 is required to be pressurized over its entire length by 2051 to improve water-quality. Pressurization will require many discrete projects including large-scale pipe replacement, design and construction of a new pump station and flow control facility, upgrades to existing infrastructure such as pump stations and standpipes, and condition assessment studies. The program will cost upwards of $250M and is intended to provide water supply to the community for the foreseeable future, while protecting the environment and minimizing the financial burden to our customers.

  • Complex Facility Maintenance and Upgrades. Our team is often tasked with designing and implementing upgrades to existing facilities like replacing reservoir roofs, upgrading existing pump stations, maintaining/upgrading existing flow control and pressure reducing facilities, facility (building) remodels, and relocating large diameter transmission mains. Depending on the complexity of the project, the design and construction work may be procured by outside entities but managed by Tacoma Water staff.

  • Distribution Construction Plans and Standards. We work with our counterparts in asset planning to identify mains that are at their end of life and need to be replaced as well as new customers that need new distribution mains constructed. Once projects are identified, we work with our engineering technician staff to draft construction plans and specifications. We also collaboratively develop design and drafting standards for water distribution mains.

Primary Responsibilities:

  • Lead water infrastructure projects in all areas including initiation, planning, execution, monitoring and controlling, and closing using knowledge in areas of project integration, scope, schedule, cost, human resources, quality, risk, procurement, and stakeholder management.

  • Leads and reviews the preparation of technical specifications, engineering calculations and plans; approves, signs and seals plans.

  • Performs engineering quality control reviews of consultant work product including technical reports, plans, specifications and engineering cost estimates, and as-built drawings.

  • Prepares and oversees the preparation of engineering studies, feasibility reports, analyses, and cost estimates.

  • Develop procurement documents for selecting and awarding professional services.

  • Support construction with timely responses to submittals, request for information (RFI), and change order documents.

  • Communicate Tacoma Water’s interests with internal and external stakeholders, including conducting presentations to the public, the Utility Board and City council.

  • Attend drinking water industry conferences, technical workshops, hazardous materials training, professional development and project management classes, and other continuing education opportunities as available.

  • Provide mentorship and coaching to assist other’s professional development.

Qualifications

Minimum Education*

Bachelor's degree in civil engineering or directly related field.

Minimum Experience*

4 years of professional level engineering experience

*Equivalency: 1 year of experience = 1 year of education

Licensing, Certifications and Other Requirements

  • Washington State Licensed Professional Engineer or ability to obtain within 6 months

  • Washington State Driver's License or ability to obtain within 6 months.

    Desired Qualifications

  • Experience in civil, mechanical, or directly related engineering field

  • Project Management Professional (PMP) Certification

  • Technical background in large-diameter pipelines and/or water distribution systems
