Catholic Community Services Education Specialist/ Case Manager in Tacoma, Washington

Provide a variety of educational services designed to meet the unique needs of unaccompanied immigrant children and youth in federal custody under the Office of Refugee Resettlement (ORR), placed in Long Term Foster Care with Catholic Community Services. The position has six components: 1) Developing and maintaining a small tutoring team that can work in the community after-school at various sites, 2) providing strong advocacy at various public schools for recent immigrant youth in foster care, 3) assessing and tracking educational progress, 4) developing summer enrichment activities that meet the specific needs of youth, and 5) assist with tracking foster family training requirements. 6) Provide case management to 1 or 2 youth at a time. Ultimately, the goal is to develop educational enrichment activities that will help youth overcome barriers and assure that foster families meet specific program training requirements and facilitate adjustment for youth in foster care.
Responsibilities
Provide tutoring access to immigrant youth in foster care needing assistance in grades 1-12, with focus primarily in English, Math or Science. This can be a combination of providing direct tutoring, assuring access to Treehouse services if available, or assigning volunteer tutors when possible.
Develop a small team of community-based tutors, both paid and volunteer/interns, that can provide individualized tutoring to immigrant youth in foster care throughout the geographical areas served by the International Foster Care Program (Pierce, Thurston and South King County).
Provide a comfortable, secure tutoring environment that meets the emotional, social, intellectual needs of immigrant foster youth.
Provide training and guidance to the tutoring team using materials that reflect cultural diversity. Assist tutors in developing tutoring plans that are tailored to each youth’s needs. Review and ensure plans are updated quarterly.
Develop assessments that are tailored to populations where English is a secondary language.
Follow program Policy/Procedure guidelines with respect to education, background check requirements for tutors, and incident reporting.
Attend weekly staff meetings with the International Foster Care team.
Attend Parent-Teacher conferences at local schools with foster parents and youth whenever possible, advocating for youth in areas where additional support is needed.
Work as part of the service and case management team, including foster parents, and independent living skills instructors, community partners, communicating directly and effectively with all members.
Access and review student grades and progress reports from either the public school or through the case manager, identifying areas where support is needed, and problem-solving with the service team. Document youth education accomplishments, goals and/or concerns on a quarterly basis, with input from tutors on progress.
Meet with program leadership for training/support and supervision.
Work with the International Foster Care Team to develop summer activities for groups and individual students. Adapt instructional methods and materials to meet students’ varying needs and interests.
Work in conjunction with area schools to prepare and implement remedial plans for students requiring extra help.
Responsible for maintaining standards that value and support a diverse work environment, and that is culturally sensitive of the population served.
Enter educational case notes and upload various education documents into electronic case management systems.
Track annual and biennial training foster parents must complete as required by the ORR.
Communicate ORR training needs and opportunities to foster families, using spreadsheets or similar tracking methods to help provide guidance.
May help lead field trips (TBD). Provide transportation to various legal, medical, education and community appointments and events as needed. Includes occasionally escorting children on flights to various airports in the U.S. for reunification with family.
Other duties as assigned. Case Management duties and responsibilities
Identify and coordinate services for children and youth in Long-Term Foster Care.
Assist in planning cultural preservation activities for all children in our care.
Assist with medical and mental health appointments for youth
Implement ORR/DCS federal contracts for youth in Long Term Foster Care.
Complete intake paperwork for new arrivals to include; intake and risk assessments/ educational assessment/individual service/safety plans for each child. Provide detailed documentation in case files/court reports.
Identify/approve sponsors for the family reunification process
Prepare the child for, family reunification; if possible, independence and self-sufficiency, and immigration court hearings, and voluntary departure to country origin; if necessary.
Monitor the adjustment of the child in foster care. Provide support to foster parents.
Collect and maintain all necessary records required for adequate program reviews and evaluation.
Qualifications
MINIMUM QUALIFICATIONS:
BA/BS or related field from an accredited university.
Experience working with children, preferably immigrants, in a group setting or classroom.
Experience managing and leading groups and providing training in an educational setting
Experience in curriculum development for children and youth with language and other barriers to learning.
Knowledge of childhood development.
Applicant must successfully pass required background checks prior to an offer of employment.
Strong interpersonal, oral and written communication skills.
Must have reliable transportation, valid driver’s license, automobile insurance and provide current auto registration.
Must have an acceptable driving record per CCS’ driving policy, (required to provide current driving abstract)
Proof of negative TB test upon hire or proof of test within past 12 months.
First/Aid CPR certified or the ability to become certified within the 1 month of employment

Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.
Familiarity and ability in using Excel, Word, Microsoft Outlook, Office365, Teams, and Zoom platforms.
PREFERRED QUALIFICATIONS:
Certified teacher in the State of Washington.
Bilingual/English and Spanish
One year as the lead teacher in a classroom.
Knowledge or experience working with Individual Education Plans (IEPs), school counselors, advocating with the Office of the Superintendent of Public Instruction (OSPI), Treehouse, and other helpful community partners that provide education support.
Experience working or volunteering in an educational environment outside of the U.S., or in an alternative school setting.
