Organization of the Joint Chiefs of Staff PROGRAM MANAGER (TELECOMMUNICATIONS) in Suffolk, Virginia
Summary This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for oversight of the daily work routine and administration of the subordinate staff Providing enterprise network management and telecommunications support for improving the effectiveness of C4 and Cyber technology, focused on successful employment of current Department of Defense (DoD) C2 directives and priorities. Responsibilities As a PROGRAM MANAGER (TELECOMMUNICATIONS) at the GS-0340-14 some of your typical work assignments may include: Serves as Subject Matter Expert in telecommunications systems management with a focus on addressing the requirements across the functional operational domains of Command and Control (C2), Fires, Intel, and Logistics. Reviews functions involving network (tactical and enterprise) management that focuses on system functionality, information assurance, cyber security, Command and Control (C2), redundancy, to include Primary, Alternate, Contingency, Emergency (PACE) thresholds, and self-healing methodologies. Assesses operational network structure, scalability, security, reliability, and capacity planning functions. Provides expert technical advice and support for real-time analysis, control, and operation of the Internet Protocol (IP) services and systems. Serves as a recognized technical authority with responsibility for formulating and guiding technology integration/assessments of C4 systems of major importance within AID, the Joint Staff, DoD, Agencies and Mission Partners. Supports development of Division transition procedures and methodologies, consistent with Defense Acquisition Workforce Improvement Act (DAWIA) guidelines, to more efficiently and effectively transition proven C4 best practice capabilities into the DoD acquisition process. Provides leadership and team leader guidance to subordinates and a matrixed team of contractors, civilian, and military personnel in integrating and assessing C4 systems to execute all major tasks identified within Technology Integration Branch (TIB)'s Work Plans. Leads the development, coordination and implementation requirements to establish a Cooperative Research and Development Agreements (CRADA) with senior industry leaders as needed for TIB Work Plan objectives. Serves as TIB's primary coordination and administrative representative with the Cyber, Engineering, and Operations Division (CEOD) of the DDC5I on all computers, radios, telecommunication devices, communications security devices, antennas, end user devices and their peripherals as defined by DDC5I property management account ledger (hardware, software inventory for C3I Lab; for JTIE Lab). Requirements Conditions of Employment Qualifications You may qualify at the GS-GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Reviews all major telecommunications specialization to include data communications, frequency management, deployment planning, and network switching to ensure general telecommunications policy, technology, and programs/projects. Develop, changes, or interprets telecommunications policies for program planning functions, utilizing current scientific and technological advances in electronics and automation. Applies new theories, concepts, and developments to emerging Command, Control, Communications, and Computer Systems (C4) IT technologies and network information assurance and operational requirements. Utilizes network systems management methods for end-to-end systems performance monitoring, network architecture, topology design, and transmissions protocols. This position is Defense Acquisition Workforce Improvement Act (DAWIA): Acquisition Category T (Test and Evaluation- Engineering) Level III and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Incumbent may be required to travel 5-10 nights per month CONUS and OCONUS (up to 20%) with little notice to coordinate initiatives, to represent the division at meetings and events, and to do demonstrations and presentations about the division's efforts.
