JOB SPECIFICS
The Assessment Division of the Property Records and Taxpayer Services department is currently hiring for either a Residential Property Appraiser I or Residential Property Appraiser II, (https://www.governmentjobs.com/careers/washingtonmn/classspecs/812199?keywords=residential%20&pagetype=classSpecifications) depending on qualifications.
MINIMUM QUALIFICATIONS:
Residential Property Appraiser I: Requires a Bachelor's degree in a Business related field. Within three years, the Residential Property Appraiser I must obtain a Certified Minnesota Assessor (CMA) license.
Residential Property Appraiser II: Requires licensure as a Certified Minnesota Assessor (CMA) or a Bachelor's degree in Real Estate. All certified assessors must obtain licensure as an Accredited Minnesota Assessor (AMA) from the State Board of Assessors within five years of that person having become licensed as a Certified Minnesota Assessor
Must own means of reliable transportation for business purposes; individuals operating a motor vehicle for County business must possess a valid driver's license.
Offer of employment will be contingent upon passing a criminal history investigation and drug test at County expense prior to beginning employment with Washington County.
SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top-scoring candidates will be forwarded to the hiring department for further consideration.
HOURS / DAYS: Monday-Friday, flexible work schedule. Work schedules (hours and days) and location are subject to change based on department needs.
ANTICIPATED HIRING RATE:
Residential Property Appraiser I: $27.72 - $32.74 hourly.
Residential Property Appraiser II: $31.06 - $36.71 hourly .

JOB SUMMARY
The Residential Appraiser I is an entry-level position responsible for valuing and classifying residential, agricultural, and personal property and responds to a wide variety of questions from the public.

OPPORTUNITY FOR ADVANCEMENT:
To advance to Property Appraiser II the candidate must have completed the requirements for the Certified Minnesota Assessor (CMA) license from the State Board of Assessors. Promotion is not automatic; it is based on the individual's ability to demonstrate competencies (knowledge and abilities) in addition to the supervisor's recommendation.

DUTIES & RESPONSIBILITIES
• Perform physical field inspections of vacant land, manufactured homes, residential and agricultural classed property.
• Evaluate and grade improvements based on construction qualities using the criteria established by the County.
• Update and/or create a computerized property record for each property reviewed.
• Perform physical inspections in the area(s) of responsibility relating to new construction, partial construction, alterations/additions, & as requested due to valuation appeal.
• Assist in analyzing market data used to determine annual adjustments to the assessment.
• Complete routine assessment duties, including making divisions of property, processing change orders, and coding recorded sales documents.
• Answer questions/concerns from property owners regarding property value, classification, property tax, and the assessment process in a timely and professional manner.
• Assist with answering questions regarding property valuation or assessment procedures at Open Book and Local Boards of Appeal and Equalization meetings.
• Perform other duties as assigned.
WORK ENVIRONMENT
Duties are performed in an office and at property sites. Work at property sites involves standing, walking, bending, and climbing stairs as required to measure and appraise properties. Work at sites also requires travel and outdoor work in all season's weather including walking from property to property. The lifting requirements may include up to 20 pounds. Use of general office equipment may include, but is not limited to: daily use of personal and/or laptop computers, printers, phones, calculators, copy and fax machines, digital cameras, statistical software, and CAMA appraisal system.
There may be exposure to weather conditions, asbestos, mold, animals, ice, uneven terrain, unclean buildings, or other environmental hazards when assessing a property. The job may involve dealing with and calming individuals who are emotionally charged over the assessed value of their property. Must have own means of reliable transportation for business purposes; individuals operating a motor vehicle for county business must possess a valid driver's license.
