JOB SPECIFICS

The Business Analyst under limited supervision gathers the requirements to plan, analyze, design, configure, test, train, and implement systems, and applications in a variety of technical areas. This role will gather requirements, document, and evaluate business unit requirements such as:

  • Plan, monitor, and control project activities, resources, budget, and risks.

  • Create process models such as data flow diagrams and validate solutions that are aligned to the enterprise technology standards.

  • Analyze and document business processes and requirements for IT projects.

  • Accountable for assigned duties on large- and small-scale projects.

  • Ensure compliance with project management standards and best practice.

  • Work closely with various County stakeholders, developers, and testers to ensure alignment and clarity of scope and deliverables.

  • Responsible for using data analytics to assess processes, determine requirements and deliver data-driven recommendations.

  • Provide training and guidance to end users.

    DESIRABLE EXPERIENCE :

  • Paid demonstrated work experience working as a Business Analyst on creating detailed business analysis, outlining problems, opportunities, and solutions for an organization

  • Paid experience budgeting and forecasting, creating a detailed business analysis, outlining problems, and solutions for an organization

  • Paid demonstrated work experience defining and/or tracing system requirements, develop business modeling aligned to department stakeholder needs

  • Paid work experience establishing, documenting and/or creating training manuals and training end users for an organization

  • Paid work experience as a Business Analyst working with other business unit representatives, analyzing business activities, presenting the findings, proposing solutions for development and implementation

SELECTION TECHNIQUE : Your training and experience will be rated based on the required application material submitted and the top-scoring candidates will be forwarded to the hiring department for further consideration.

HOURS / DAYS : Work hours are Monday through Friday between the hours of 8:00 am – 4:30 pm. Work location and hours are subject to change based on business need.

ANTICIPATED HIRING RATE: $35.77 - $48.82 Hourly

JOB SUMMARY

The Business Analyst under limited supervision gathers the requirements to plan, analyze, design, configure, test, train, and implement systems, processes and applications in a variety of technical areas, documents and analyzes findings and has responsibility for assigned duties on smaller scale projects.

EMPLOYMENT CRITERIA

MINIMUM QUALIFICATIONS: This position requires a Bachelor's degree in Information Technology or related field and four (4) years of business analysis work experience; OR, an Associate degree in Information Technology or related field and six (6) years of business analysis work experience; OR, an equivalent combination of education and job related work experience that totals eight (8) years of experience in business analysis.

DUTIES & RESPONSIBILITIES

Provide analysis and solution definition:

• Gather user requirements and develop, validate and secure acceptance of business requirements documents;

• Document and evaluate work processes and business re-engineering opportunities;

• Create business process models and information models (user cases, data flow diagrams, entity relationship diagrams);

• Translate business requirements into functional specifications;

• May research software and hardware products and recommend systems and applications for purchase; and

• May participate in the creation of technology recommendations.

Provide project strategy support:

• Provide input to the project plan to define scope, work breakdown, and task assignments;

• Confirm project business requirements and ensure successful completion;

• Help with planning, design and implementation of new and enhanced applications or systems; and

• Create and execute test plans that ensure accuracy, integrity and usability of applications.

Provide ongoing support:

• Troubleshoot issues as needed;

• May provide training to end users; and

• May provide guidance to other staff members.

Perform other duties as assigned.

WORK ENVIRONMENT

The work will involve remaining in a stationary position for extended periods of time, although the incumbent will need to move about inside the office to access files or equipment from time to time, and may occasionally need to travel to other sites to perform work or interact with other professionals. The ability to operate and interact with computers or other office equipment, via keyboard, mouse, touch screen, or other Human Interface Device (HID) is required. The incumbent will be exposed to noise and a regular flow of people around an office environment, assigned to changing priorities and occasionally required to work outside of typical business hours to meet project deadlines, or be available on an on-call basis for special projects or to provide support.
