Job Description
Iowa Workforce Development (IWD) is recruiting a Data and Reporting Coordinator (Workforce Program Coordinator).
Domicile will be determined based on the selected candidate’s nearest IowaWORKScenter location.
This position functions as the staff responsible for the performance and evaluation of the Workforce Innovation and Opportunity Act (WIOA) Title I Adult, Dislocated Worker, and Youth programs as well as the WIOA Title II Adult Education and Literacy program. This position serves as the subject matter expert overseeing analysis, research and validation of data related to the Title I and Title II programs. This position addresses reporting issues timely and oversees the resolution while engaging internal and external partners as applicable and proactively identifies data trends and provides reports and observations to stakeholders.
Candidates must have knowledge of the principles and practices of research and data analysis as well as exceptional written and oral communication skills and strong analytical, technical, and organizational skills. An ideal candidate will also have experience with interpreting federal or state program or grant requirements and evaluating performance, including data collection and reporting.
Primary Responsibilities for Data and Reporting Coordinator:
In addition to maintaining a commitment to IWD’s mission, this individual must be able to perform each essential duty satisfactorily and perform other duties as assigned:
Interprets federal and state legislation and regulations to establish state policies governing WIOA Title I and Title II programs.
Analyzes and interprets program performance data to complete required quarterly and annual federal and state performance reports.
Meet federal and state reporting and departmental evaluation requirements in order to measure the program's performance in relationship to the goals of the state.
Conducts monitoring and oversight activities across six local workforce development areas annually to ensure program integrity and delivery effectiveness.
Tracks program budgets.
Authors IWD department responses for the United States Department of Labor and other government entities.
Authors and facilitates training and technical assistance sessions focusing on program performance and reporting to improve program design and implementation across the state.
Provides technical assistance to agency staff to improve their program performance and ensure they meet established performance goals.
Coordinates with agency program staff to resolve issues and concerns related to program performance.
Attends meetings and conferences as requested.
Other duties as assigned.

Hours of Work: Monday – Friday 8:00am-4:30pm. Hybrid telework and alternate work schedule opportunities for eligible classifications after 6-months of employment has been completed.

Minimum Qualification Requirements
Graduation from an accredited four year college or university and experience equaling three years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis;
OR
an equivalent combination of education and experience substituting one year of qualifying experience for each year of the required education to a maximum of four years;
OR
an equivalent combination of education and experience substituting graduate level course work in business or public administration, economics, planning or closely related areas for experience on the basis of 30 semester hours for each year of required experience to a maximum of two years;
OR
current employees of the Iowa Workforce Development Department can qualify with two years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis.
