Early Learning Resource Center Region 8 ELRC Family Services Specialist in State College, Pennsylvania

Nature of Work

This is public contact work in the day-to-day operations of the Early Learning Resource Center (ELRC) Program.  The Family Services Specialist (FSS) determines if applicants meet the eligibility requirements for subsidized child day care services.  You will learn the requirements for programs such as Supplemental Nutrition Assistance Program (SNAP)/Food Stamp Childcare Program, Temporary Assistance for Needy Families (TANF) Childcare Program, Low-Income Childcare Program, PA Pre-K Counts and Head Start Childcare Programs.  You will also interview persons applying for subsidized childcare, establish, monitor and maintain with the client on-going eligibility compliance, help families identify and select quality early care and education programs and make referrals for appropriate services.  Travel and non-traditional work schedule is required on a limited basis.  Work is performed under close supervision and is evaluated throughout the training program.  After completing the training program, the FSS is given more responsibility and independence in performing the work.

Minimum Requirements & Experience

Bachelor's degree, Associate's degree or equivalent combination of experience and training/education.  Prior experience in work where contact is made with the client for purposes of obtaining, recording, evaluating and interpreting factual information and deciding on a course of action.  Interviewing clients is normally associated with investigation, casework, counseling and eligibility determination; experience in reviewing, understanding and evaluating previously gathered information in order to explain it to clients, co-workers, other agencies or to carry out some prescribed course of action. 

This work requires the employee to use knowledge of applicable laws, regulations, rules, policies, procedures, standards, requirements and/or similar criteria and apply judgment.  Applicant should have superior computer skills. 

Conditions of Employment

The standards for this job are high and demanding.  The ELRC FSS faces a challenging and complex training program and probationary period in learning the laws, regulations, policies, procedures and business practices associated with determining if applicants meet eligibility requirements for subsidized child day care services.

  4. Learn to analyze applicant information to determine eligibility program for subsidy
  5. Gather important information by telephone, by mail, fax and in person from clients
  6. Retrieve and enter data using a computer
  7. Interact objectively with clients in situations or settings that may be stressful

Starting Compensation:                $55,000.00 annually, with benefit package

Work hours:                       Monday through Friday between 8:30 am -- 5:00 pm
