Job Description

The Project Controls Specialist is responsible for managing all phases of project planning and execution to ensure project success. This includes scope, schedule, cost, quality, environmental, safety, communications, security, and integration. The PCS-II will manage a portfolio of projects with low to moderate risk, impacting various levels of the company, senior management, or external agencies. This position requires leadership, decision-making, management, guidance, coordination, and control of overall projects in accordance with established policies, procedures, systems, and requirements of the company.

Responsibilities:

 Provide leadership, oversight management, delegation, and coordination to internal and external organizations providing services to the project (engineering, project controls, estimating, implementation, supply chain, legal, EHS, QA/QC, operations, communications, regulatory, security, fuels, transmission, etc.).

 Manage all matrixed team members daily and interface with functional managers regarding placement, development, and conflict resolution.

 Establish and maintain communications among all project/program stakeholders.

 Lead or assist in leading all project-related meetings and reports to ensure open communication between all team members, key stakeholders, and management (monthly project reviews, kickoff meetings, weekly reports, monthly reports, etc.).

 Present reports to the appropriate management team skillfully.

 Plan assigned projects, including scope, schedule, cost, safety, and quality aspects.

 Drive the process of project planning, including scope definition, estimating, schedule formation and monitoring, cost control measures, procurement/contracting strategies, equipment selection, vendor selection, start-up and commissioning plans, and integration processes.

 Execute project planning and execution activities like scope definition, detailed design, implementation, start-up and commissioning, turnover to operations, and warranty management according to plan within designed scope, cost, and schedule limits.

 Support end-of-year financial close, including accrual submission to Finance.

Skills and Requirements

Bachelors in engineering, Project Management, Finance, or Business Administration

 5 years of project controls or cost analyst experience

 Experience with MS Project/MS Office Suite, specifically Excel.

 Hydro or Power Plant Experience.

 Prepare, communicate, and report monthly project status updates to management. Experience working with a Regulated Utility Company.

 Experience working in a Project Controls Environment.

 Project Management Professional (PMP) and/or Certified Associate of Project Management (CAPM) and/or AACE-PSP and/or AACE-CEP and/or AACE-CCC and/or AACE-EVP and/or PMI-SP.

 Experience with Primavera (P6), Business Objects (BO) Web Intelligence (WebI), PowerPlan (Project Maintenance), Maximo (eMax), Peoplesoft, Power BI.

 Experience with risk management tools/Monte Carlo analysis. Experience with Riskonnect (formerly SWORD GRC) Active Risk Manager - Risk Registers. null
