U.S. Army Acquisition Support Center Test and Evaluation Analyst in Stafford, Virginia

Summary About the Position: Announcement will be used to fill a Test and Evaluation Analyst, NH-0301-03, position. Selected applicant will be assigned to the Joint Project Manager for CBRN Protection (JPM CBRN P) located in Stafford, VA. The NH-03 pay band encompasses grades 12 and 13 under the General Schedule (GS) system. Responsibilities Develop Test and Evaluation Master Plans (TEMP) for CBRND equipment. Identify the resources required to execute the Test and Evaluation program for CBRND systems, subsystems, components, and equipment. Prepare the pattern of analysis and test participant surveys required to meet mission requirements. Analyze complex Test and Evaluation related problems and conduct research to make appropriate recommendations. Monitor Test and Evaluation system reports to determine adequacy of data and resolve inadequacies. Analyze acquisition documentation to support Milestone Decision Activities. Provide accurate technical summaries or reports on trends to ensure successful operational testing. Requirements Conditions of Employment Qualifications This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. Term Appointment NTE - Position will be filled as a Term Appointment NTE 13 Months. Term appointments may be extended up to a maximum of six years and may be made permanent without further competition at management's discretion. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience is defined as: 1) Gathering and analyzing developmental and operational testing information. 2) Managing and controlling the input of test data. 3) Utilizing analytical and evaluative methods to solve issues related to test programs and plans 4) Conducting analyses of acquisition documentation in support of Milestone Decision Activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Direct deposit of pay is required. Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
