Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a TRACS Data Analyst role to manage the analysis, approval and payment of Section 8 and Section 811 project-based rental assistance vouchers under Minnesota Housing’s contract with HUD.

This role is responsible for building and maintaining strong business partnerships with development owners and managers and ensuring they comply with Federal HUD rules and regulations.

Essential Job Duties

  • Review and approve monthly owner submissions of Tenant Rental Assistance Certification System (TRACS) voucher and tenant data.

  • Analyze TRACS errors and adjustments to determine accuracy and validity.

  • Work in collaboration with Agency staff as well as external customers to resolve Enterprise Income Verification (EIV) non income errors.

  • Review owner submitted repayment agreements for compliance with HUD regulations.

  • Analyze and authorize payments on Section 8 Special Claims for unpaid rent, resident damages and vacancy loss in accordance with HUD regulations, the Special Claims Guidebook, and other program requirements or HUD directives.

  • Work with external customers on timely and accurate implementation of gross rent changes.

  • Provide technical assistance to and customer training to agency external customers.

  • Perform other duties as assigned.

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below.   • Two (2) years of experience working with the HUD Section 8 project based rental assistance program, or affordable housing experience, such as compliance or property management. A bachelor’s degree in business, public policy/administration, real estate or community development/planning may substitute for 12 months of experience.

  • Analytical skills and the ability to read, interpret, reconcile and balance financial data and identify inconsistencies.

  • Strong organizational, customer service and interpersonal skills.

  • Ability to establish and maintain effective working relationships with partners.

  • Ability to effectively communication issues and concepts of moderate complexity, both orally and in writing.

  • Accuracy, attention to detail and the ability to manage multiple tasks while complying with recurring, strict deadlines.

  • Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.

Preferred Qualifications

  • Three (3) years of direct, relevant experience working with HUDs TRACS system, and/or experience with federally subsidized housing program management.

  • Certified Occupancy Specialist or Assisted Housing Manager or similar professional certification.

  • Knowledge and understanding of the role contract administrators play in HUD’s Project Based Section 8 program.

  • Experience working with state, local and federal affordable housing programs, policy, rules and legislation.

Physical Requirements

Requires moving office items such as file folders and small office tools.
