This position is located at Central Office in St. Paul. This position will have the flexibility to telecommute, work a hybrid schedule, or work in the office. The incumbent will be required to complete a telework agreement. The incumbent may be expected to work in the office on occasion.
This position oversees several State Aid Division grant types, creates guidance and procedure for grant programs to stay in compliance with federal and state policy and law. This position provides technical and professional consultation, education, direction and review of County and Municipal accounting submittals and project documentation to assure engineering project expenditures and reporting are in accordance with state and federal laws, State Aid rules and regulations and Generally Accepted Accounting Principles (GAAP). Responsibilities include tracking multiple program activities to ensure efficient and effective administration of local projects and providing support to external customers and internal clients. Responsibility extends to withholding services and/or corrective action in cases of non-compliance of rules, as well as providing education and support to clients before committees, task forces, policy groups, division management, federal and local units of government, and other forums.
Minimum Qualifications
Three years of professional experience that demonstrates the following:
Experience with qualitative and quantitative data analysis sufficient to evaluate program information and reports, diagnose problems, and research alternative methods of service.
Experience ensuring compliance with program regulations.
Experience performing complex financial analysis via Microsoft Word, Excel, and Access.
A bachelor’s or master’s degree in accounting, finance, or business substitutes for one year of professional experience.
Preferred Qualifications
- Experience with State and/or Federal grant and or contract laws, policies, and procedures.
