This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes.
As a Senior IT Quality Assurance Analyst you will provide professional knowledge and skills in information systems software testing(manual and automation),performance testing, security testing, quality assurance and quality control of application software and systems. This includes the quality of the coding itself and not just the outcome of the application execution. You will promote appropriate testing methodologies, striving to identify and manage defects in the software systems. As an automation expert, in functional and non-functional testing, you will create and maintain all automation tests pertaining to them. You will also perform complex QA/Testing tasks and work with business subject matter experts and development team members by guiding, consulting, and collaborating on the development, testing, deployment and adoption of solutions, and be a consultant for all quality assurance needs concerning system changes and coordinate implementation planning and releases. You will also implement and improve on the functional and non-functional automation strategies and framework to ensure that the best approaches are relevant and in place.
This position requires an employee to be onsite at the work location 2 days per week.
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St Paul, Minnesota.

Minimum Qualifications

This position requires a minimum of five (5) years of experience in performing IT quality analysis functions.
Experience must include:
Advancedlevelexperiencecreating andexecutingmanual andautomatedtestcases/testscripts fromscratch,execute, and maintain them.
Object Oriented development experience.
Software development lifecycle methodologies including agile and the Scrum framework.
AutomationframeworksandtoolssuchasSelenium WebDriver,Cucumber,andSoapUI.Proficiencywithsourcecontrol and continuous integration/continuous delivery (CI/CD) tools.
Providing leadership, coaching, mentoring, and training to quality assurance analysts and testers or ITprofessionals.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
Preferred Qualifications
Experienceincollaborativeteamwork ,establishing/maintainingworkingrelationshipswithbusinesscustomers andtechnology staff, while concurrently providing technical leadership in planning, designing, executing tests, mentoring, and developing procedures for product quality on complex projects utilizing industry-standard software development methodologies.
Experience in multiple programming languages, software development technologies, and diverse database platforms, with hands-onexperienceinworkingwithweb-basedforms, web-basedcontent,interactivesolutions,andconductingtestingonweb- based applications, web services (SOAP/REST), and database systems.
ExtensiveexperienceinutilizingDevOpstoolssuchas,Jira/Xray,Selenium,GitLab,andOctopusDeployforstreamlined software development, continuous integration, and deployment processes.
Experiencewithsecurity,accessibility,performance,andstresstesting.
Abilitytocommunicateclearly, presentcomplexinformationtousersinacomprehensivestyle,translatetechnical,andsystem information for non-technical stakeholders.
Experience working with Law Enforcement or Criminal Justice Systems.
Experience as a member of anAgile Scrum development team.
