Job Summary About the Paid Leave Division: Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child. We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us-workers, employers, caregivers, and insurers-to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program. The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. Position Purpose: The Senior Finance and Budget Analyst plays a critical role in managing and optimizing the Paid Leave division's finance and budgeting functions, including accounting, financial planning, budget implementation, and forecasting processes. This position is responsible for work that is both comprehensive and technical in nature, including analyzing financial data, identifying trends, and providing actionable insights to support decision-making and long-term financial strategies. The position will work closely with DEED's Administrative and Fiscal Services (AFS) division and senior leadership within Paid Leave to manage the division's budget Key responsibilities include: Provide comprehensive and forward-looking view of the division's financial health, enabling informed decision-making and effective resource allocation. Plan, monitor, and control financial expenditures to prevent overspending, optimize resource use, and align spending with organizational priorities. Preparing and monitoring budgets, evaluating financial performance, developing financial models, and ensuring alignment with organizational goals. Collaborating with various departments to ensure efficient resource allocation, maintaining financial accuracy, and driving cost-effective solutions. Produce reports to convey accurate, timely, and relevant financial information to stakeholders, including senior management, department heads, and external parties. This position is telework eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Qualifications Minimum Qualifications Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Three (3)* years of experience in accounting, finance, or budget preparation *Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, Economics, or other closely related field as determined by the agency may substitute one (1) year of experience. Applicants that meet the above minimum qualification will be further evaluated on the following: Knowledge of budgeting, accounting and financial analysis principles and practices. Experience performing financial planning, budget development, forecasting and/or analysis. Experience in creating, analyzing, and presenting detailed financial reports, to varied audiences. Preferred Qualifications Skill in navigating local, state, federal government systems including policies and procedures. Ability to work in a start-up environment where roles will evolve over time based on the needs of the organization. Experience in generally accepted accounting principles (GAAP) for government. Skills in problem-solving to resolve project issues. Experience working for local, county, or state government.
