This position is remote.
The Role:
Responsible for managing proposal processes, including developing the upfront proposal strategy and capture plan, working closely to capture SME inputs and coordinate into a one voice proposal; understanding of FAR and federal contracting compliance and proposal requirements; project management activities on keeping the overall team on task; red team review leadership/participation; debrief organization. Other areas of support may include “white papers”, grant applications and marketing collateral development related to ESPC, UESC, ENABLE ESPCs, GSA Schedule and ERCIP funded opportunities. Responsible for the oversight of responding to a variety of proposal types (NOOs, RDIs, RFPs, RFQs, EOIs, etc.) and producing high quality, winning proposals for Trane. The ideal candidate will work in close relationships with Trane executives, district offices, legal teams, Federal Account Executives, technical project developers, M&V Engineers, renewable energy experts and other SMEs to produce proposals under tight deadlines.

Essential Responsibilities:
Manage all aspects of proposal development (Executive Summary, Technical, Managerial, Supply Chain, Past Performance and Cost-Pricing)
Develop and supervise proposal planning to deliver compliant and winning proposal responses
Maintain an understanding of developing and capturing final win strategies for a proposal
Apply and comply with proposal processes and best practices
Maintain compliance with RFP requirements by development of compliance matrices, and coordinate throughout the Red Team review process
Co-manage proposal content library
This position requires the ability to work flexible hours to meet project deadlines
This position may require up to 10% travel
Qualifications:
Minimum of 5 years, 10+ preferred, of managing and coordinating proposals resulting in winning contracts
Familiarity with Federal Contracting Regulations including the U.S. Dept. of Energy / U.S. Army Corps ESPCs and/or UESCs strongly preferred
Minimum of 2 years in the performance contracting arena preferred
Bachelor’s Degree required in English, Marketing, Communications, or Journalism (technical degree with proposal writing experience also acceptable)
Strong proposal development skills with expertise in writing / reviewing energy conservation measures, management and organizational approaches and cost-pricing desired
Capable of taking ownership of the overall proposal process and identifying a “win theme” and competitive differentiators to ensure a compelling and consistent message
Knowledge of Task Order (TO) Schedules or M&V / Performance Verification methodologies a plus
Experience in multi-tasking and successfully managing multiple proposal responses at one time
Ability to prioritize work at various stages with various complexities
Team player (and ability to work with non-team players)
Ability to work independently
High proficiency in written and spoken Standard American English
High proficiency in Microsoft Office products; preferred knowledge of Microsoft SharePoint and Adobe products
Completion of Shipley, or other formal proposal process training, desired
Annual Base Pay Range - $92,200 - $144,000
Disclaimer : This base pay range is based on US national averages. Actual base pay could be a result of seniority, merit, geographic location where the work is performed. Total compensation for this role will include a commission/incentive plan.
