The Center for Health Promotion's Oral Health Program is seeking a dynamic and dedicated Oral Health Program Lead Planner to play a pivotal role in advancing oral health initiatives across the state. This position is essential to providing comprehensive programmatic and operational support to oral health programs and ensuring seamless collaboration with grantees, community partners, and contractors. The Lead Planner will serve as the communication lead for the program and facilitate stakeholder engagement to support the implementation of the state oral health plan.

Primary Responsibilities include:

  1. Ensure significant progress toward meeting objectives and requirements of oral health projects funded through federal and state grants

  2. Develop budgets, support and maintain contracts with collaborators, partners and grantees

  3. Coordinate grant writing for continued funding

  4. Work closely and collaboratively with all members of the Oral Health Program team, stakeholders and consultants for monitoring and assuring progress toward requirements and objectives of the projects

  5. Preparing reports, meeting deadlines, and preparing and monitoring budgets and contracts

  6. Develop, promote, and sustain oral health initiatives to reduce disparity and realize the vision of Optimal Oral Health for All Minnesotans.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position location will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Mankato, Marshall, Bemidji, Fergus Falls. The option of teleworking will be based on the business needs and manager discretion. Commuting to the St. Paul office and other MDH office locations across the state may be required. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Minimum Qualifications

To ensure proper crediting, please ensure any relevant experience to the minimum qualifications is clearly communicated within your resume or CV.

Minimum of 3 years of experience in leading program coordination, project management, public health planning, healthcare administration, dental public health initiatives or related experience.

Including experience in the following areas:

  • Experience with public health projects, grants, and contract management, including developing workplans and tracking deliverables.

  • Experience working in health programs or initiatives at the state or federal level.

  • Experience mentoring or guiding teams or team members.

  • Extensive experience using project management tools and software.

Qualifications to be further be assessed during the interview process:

  • Strong communication skills, both written and verbal, with the ability to engage diverse stakeholders effectively.

  • Excellent organizational skills and attention to detail, with the ability to manage multiple priorities and deadlines.

  • Work independently and manage time, workload, and priorities with minimal day-to-day supervision of activities.

A degree in public health, health administration, project management, oral health or a related field may substitute for the following years of experience:

  • Master’s degree may substitute for eighteen (18) months of experience

  • Bachelor’s degree may substitute for twelve (12) months of experience

  • Associate’s degree may substitute for six (6) months of experience

Preferred Qualifications

  • Advanced degree in public health, health administration, project management, oral health, or a related field

  • Extensive experience with budget, grants, contracts and proposal writing.

  • Elevated proficiency in project management tools and techniques.

  • Demonstrated experience in addressing health disparities and advancing equity.
