Join a mission-driven team in this newly created position on the Employee and Labor Relations Unit of the Human Resources Management Division of the Minnesota Department of Health, seeking a qualified Labor Relations Consultant 2 to work with our collaborative team who value a relationship-driven approach by actively partnering with hiring managers, human resources team members dedicated to MDH's mission - Protecting, maintaining, and improving the health of all Minnesotans. Critical to this role is having the communication skills and professional sophistication to develop and facilitate trusted management partnerships. The role also champions efforts that improve customer service, efficiency, documentation, and effectiveness by continually improving all HR processes to best serve the needs of the agency, through best-in-class service, and to become a leader in the State of Minnesota Human Resources enterprise.

Working as a Labor Relations Consultant 2 you will:

  • Review, respond to and coordinate various leave and ADA (Americans with Disabilities Act) reasonable accommodation requests.

  • Provide support of human resources staff while working as a team lead in the daily coordination for requests under FMLA (Family and Medical Leave Act), statutory leaves, contractual leaves, parenthood leave, ESST, or other leave and for all reasonable accommodation requests.

  • Provide support to the Labor Relations manager by assisting with handling disputes, conducting investigations, providing guidance and consultation to managers and supervisors regarding employee misconduct and other performance related issues.

  • Review and update Human Resources policies.

  • Participate on bargaining teams for labor contract negotiations.

  • Maintain confidentiality with access to all confidential documents maintained in the Labor Relations office.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Position locations will be determined by the top candidates and will be based out of an MDH district office location.

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

Three years (3) of experience in a Labor Consultant or Human Resources Consultant or higher role performing work which may include investigations, performance management, leave of absence management, bargaining, or contract interpretation. This experience must include three or more of the following:

  • Processing and responding to leave of absence requests for FMLA, statutory leaves, contractual leaves, parenthood leaves, or other types.

  • Processing and responding to ADA (Americans with Disabilities Act) reasonable accommodation requests.

  • Providing lead work direction to other human resources staff.

  • Performing workplace misconduct investigations, including conducting interviews and investigative reports.

  • Providing guidance and consultation to supervisors and managers related to performance management matters, ADA accommodations, and/or leave of absence management.

A degree in Human Resources or Organizational Management or related field will substitute for experience as follows: master’s degree may substitute for 18 months of experience; bachelor’s degree may substitute for one year of experience; associate degree may substitute for six months of experience.

Qualifications to be further assessed during the interview process:

  • Computer skills including experience with word processing, data bases, and spreadsheets.

  • Oral communication skills sufficient to successfully articulate HR policies and procedures, including the ability to communicate sensitive, controversial, or confidential information and decisions to employees and management in a clear and concise manner.

  • Written communication skills sufficient to draft reports and correspondence for managers.

  • Organizational skills sufficient to manage multiple competing priorities withing required timelines.

  • Interpersonal skills sufficient to interact professionally with co-workers, applicants, management, and other staff.

  • Knowledge of state collective bargaining agreements, policies, or procedures.

Preferred Qualifications

  • Experience working in a collective bargaining environment.

  • Proficient with the State of Minnesota's HRIS system (SEMA4).

  • Experience administering labor relations activities such as tracking grievances, scheduling grievance hearings, assisting with investigations or coordinating labor relations trainings.

  • Knowledge of the State of Minnesota's HR policies, best practices, State/Federal laws, and or collective bargaining agreements.

  • Labor Relations and/or Human Resources experience in state government, especially with the State of Minnesota.

  • Knowledge of pertinent State of Minnesota labor agreements and plans, employment laws, rules, and regulations, and personnel policies and procedures.

  • Knowledge of labor relations principles, practices, and procedures sufficient to analyze complex problems in the areas of employee performance management, contract administration, and discipline, and recommend appropriate responses.
