This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The Department of Children, Youth, and Families (DCYF) Agency is effective July 1, 2024.

The Department of Children, Youth, and Families (DCYF) is excited to announce that we are hiring a Human Resources Transactions Technician. As a Human Resources Transactions Technician, you will provide technical personnel support to Department of Children, Youth, and Families managers, supervisors and employees . Working with oversight from the Transactions Lead this position will processes personnel transactions in the State's personnel/payroll systems (SEMA4), administer the FMLA, leave management, and retirement services, including maintaining databases and provide unemployment Insurance coordination.

In this position you will also r eview, research, prepare, and process employee and position data transactions in the SEMA4 system and ensure entered in a timely and accurate manner in accordance with state and federal laws, collective bargaining agreements, and MMB administrative procedures, so that employees receive the appropriate compensation and benefits.

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.

Two (2) years of human resources (HR) experience that includes the following:

  • Processing employee transactions and data (e.g. employee hires, rehires, salary increases, leave of absences, separations, FMLA, etc.) in an HR data management system or electronic applicant system sufficient to maintain accurate records.

  • Experience interpreting and applying collective bargaining agreements.

  • Administering FMLA

  • HR reporting sufficient to create, modify, and run electronic reports.

  • Maintaining HR records such as personnel, hiring, training and medical files.

  • Demonstrated ability to work independently by handling, prioritizing, and completing a variety and significant volume of HR data correctly and timely.

Preferred Qualifications

  • Experience using HR data management systems such as SEMA4 (Statewide Employee Management) or similar systems.

  • Knowledge of state and federal employment law such as Family Medical Leave Act (FMLA), worker’s compensation.

  • Knowledge of data privacy practices and laws
