The Minnesota Department of Human Services is hiring! We are one of the larger state agencies looking for a Grant Specialist Senior to manage the day-to-day processing for grants, contracts and accounting processes initiated and administered by the Homelessness, Housing and Support Services Administration (HHSSA). The position analyzes, monitors, and administers the processes, documents and records associated with grants, contracts, and interagency agreements, and ensures compliance with federal, state and agency requirements. The individual in this position also serves as primary contact with internal and external staff regarding the contract process, and for the related accounting, budgeting, reporting and other functions of the Statewide Integrated Financial Tools (SWIFT) accounting system. They gather input for and coordinate Requests for Proposals (RFP), grants and contracts for the HHSSA Grants Program and other grant programs managed by HHSSA.
Domain of responsibilities includes:
Manage the day-to-day activities for 400 HHSSA grants including RFP process coordination, grant monitoring, payments, and documentation entry.Manage the Enterprise Grants Management System (EGMS) and Contracts Integration System ( CIS ) financial and reporting grant systems so that all documentation is received and entered, and expenditures are made for all HHSSA grants through 20 separate funding streams.
Implement grants management policies and procedures throughout the grant process for all HHSSA grants.
Serve in an expert capacity to provide consultation and oversight for grant programs and contract development processes and procedures. Provide positive communications and technical assistance to grantees and staff, ensuring equity and diversity in the work completed during the grant contracting process.
Minimum Qualifications

Two (2) years of experience demonstrating expertise with government grants and/or contract competencies.
Experience must clearly demonstrate:
Strong understanding of core contract and/or grant management standards and practices that include managing RFPs.
Understanding of grant knowledge roles and relationships of county, tribal, state, and federal governments.
Experience negotiating contracts terms to a wide variety of contractors and/or grantees.
Data research skills sufficient to identify best practices, abnormalities and track measurable results.
Program and project management skills that also includes tracking grant budgets and presenting program efforts.
*Bachelor’s degree in social work, psychology, public health, or another related fields may substitute for one (1) year of work experience .
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Knowledge of Minnesota’s Human Services Health Programs and/or delivery systems.
Experience presenting data.
Engagement and outreach skills to negotiate a variety of interests to reach consensus.
Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
