This position exists to assure that Medicaid Management Information System (MMIS) health care programs’ fiscal data is accounted for in the Statewide Integrated Financial Tools (SWIFT), that MMIS fiscal summary data reconciles in total and by health care program with SWIFT, that federal and state health care program and fiscal reporting needs are met, and that MMIS health care programs’ fiscal data is available and retrievable efficiently, accurately, and effectively for budgetary, accounting, reporting, and auditing purposes.

Responsibilities include but may not be limited to:

  • Assist in preparing the federal quarterly Medicaid Statement of Expenditures for the Medical Assistance (CMS-64) primary role.

  • Work with federal auditor(s) to address reporting errors, provide documentation for any and all information contained on CMS-64, and explain any significant changes in reported expenditures / revenues or changes to our health care programs.

  • Managereconciliation of SWIFT accounting to MMIS and federal reporting entries for the CMS64.

  • Review and analyze biweekly fund code utilization for any outliers that could signify systems issues or cause variances in reporting.

  • Analyze claims data and partner with Eligibility staff to get eligibility corrected that affects claims funding. Monitor, record, and authorize the disbursement, collection and reporting of funds used to operate Minnesota Health Care Programs (MHCP).

  • Reconcile the federal Program Management System (PMS) report for Health Care Accounting Unit grants to SWIFT as well as the federal reports.

  • Track bi-weekly health care spending to our forecast for accuracy.

  • Complete Variance review of CMS-64 prior to submission to the federal government.

  • Track and provide data to federal partners regarding CMS-64 claims past two-year timely filing.

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.

Two (2) years professional healthcare accounting experience. Experience must demonstrate:

  • Knowledge of Generally Accepted Accounting Principles (GAAP) and practices.

  • Strong computer skills including knowledge of large complex spreadsheets and databases such as Microsoft Office Suite.

  • Ability to prepare and interpret complex fiscal records and reports, recognize problems, and effect solutions.

  • Ability to analyze fiscal reports and banking records for adherence and conformance to federal laws, state statutes, and department policies.

  • Ability to gather, analyze, and interpret complex data and use the findings to identify and recommend program improvements and opportunities for simplification of processes.

* Bachelor’s degree or higher in accounting, finance or related field may substitute for one (1) year of professional experience.

Preferred Qualifications

  • Knowledge of the SWIFT accounting system.

  • Experience with statewide accounting systems.

  • Strong organizational skills and ability to prioritize multiple demands under tight time constraints.

  • Excellent analytical, research, and problem-solving skills.

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Strong data mining skills using SQL, Power BI, Bi Query or other equivalent software.

  • Advanced Excel experience creating macros used to analyze data.

  • Experience reviewing and auditing large financial accounts and reports.
