Job Summary This position will manage and oversee government relations at the local, state, and federal levels for DEED with a primary focus of advancing the Agency's goals, objectives, and mission. The incumbent is responsible for developing and executing DEED's legislative agenda, strategizing communication and action plans, advising DEED leadership on government affairs, and effectively managing diverse stakeholder relationships. The incumbent will build relationships and communicate to promote government affairs and the legislative work of DEED, including reports, briefings, presentations, and critical updates. Responsibilities include but are not limited to: Advise the Commissioner and senior leadership on state, local, and federal government affairs. Serve as a liaison between DEED and the Governor's Office, other state agencies, and other local and federal elected officials. Manage internal legislative proposal development including organizing collaborative brainstorming and decision making across DEED leadership. Lead community and stakeholder engagement, in coordination with agency public engagement staff, in developing ideas for legislative proposals, and vetting legislative proposals. Lead process and planning in the drafting of bill language. This position is statutory unclassified and serves at the pleasure of the Governor. Qualifications Minimum Qualifications To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment. Five (5) years* of progressively responsible government affairs experience in state, tribal, federal, or local governmen , or equivalent private sector experience. *Bachelor's degree in Political Science, Public Policy, Public Administration, Juris Doctor (J.D.) or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience Applicants that meet the above minimum qualification will be further evaluated on the following: Analytical skills to evaluate, review, and critique of proposed policy and legislation to thoughtfully respond and anticipate questions and concerns from a variety of stakeholders. Experience with advocacy and negotiation. Organizational skills and ability to prioritize multiple projects simultaneously. Demonstrated ability to work with and influence a multitude of constituencies with diplomacy and tact. Knowledge of communication strategies and practices sufficient to disseminate information to a wide audience. Demonstrated capacity to communicate complicated information effectively to a variety of audiences. Preferred Qualifications Master's degree in Political Science, Public Policy, Public Administration, Juris Doctor (J.D.) or closely related field as determined by the agency. Knowledge of State policies, procedures, and practices in the areas of information and data practices. Demonstrated effective leadership during crisis communication periods. Experience building and supporting diverse coalitions respectfully and inclusively. Supervisory or lead worker experience with demonstrated skills in setting priorities, providing work direction, manage projects, coaching, and developing staff.
