This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes.

As an Enterprise Architecture & Data Services Manager, you will provide technical and strategic direction in support of the Minnesota Justice Information Systems (MNJIS) section at the Bureau of Criminal Apprehension (BCA). This position provides oversight to the enterprise architecture, business intelligence, data services, database administration, and user experience teams. This position is responsible for defining technology strategies to support MNJIS objectives and setting the vision, goals, and measures of success for the Enterprise Architecture and Business Intelligence functions. This position is also responsible for developing and driving enterprise architecture standards and measures for creating and maintaining supportable and sustainable information technology services within the organization. As a member of the MNJIS Management Team, this position will participate in long-term, organizational planning by creating the MNJIS four-year strategic plans and is responsible for implementing strategies to meet MNJIS, BCA, DPS, and MNIT strategic goals.

This position requires an employee to be onsite at the work location 3 days per week.

Minimum Qualifications

Candidates must clearly demonstrate all of following qualifications on their resume:

This position requires minimum of five (5) years of experience working in a complex IT development environment planning, designing, developing, implementing, and maintaining IT systems and services AND two (2) years of supervisory experience. Supervisory experience should cover multiple areas such as: selecting, orienting, and training employees; coaching, counseling, and performance managing employees; planning, monitoring, and appraising job results, etc. Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for the required supervisory experience.*

Experience must include:

  • Ability to evaluate current processes and assess for improvements and different approached to complex technology problems to meet business solutions.

  • Broad awareness of and experience with all phases of a secure Systems Development Lifecyle (SDLC).

  • Thorough knowledge of the methods and techniques of systems analysis and design

  • Project management/leadership

  • Agile/scrum development methodologies, with development cycles that span multiple revisions.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

Preferred Qualifications

  • Bachelor's degree or higher in Computer Science, Information Technology, or related field.

  • Experience working in an environment with strict regulatory, security, and compliance requirements such as law enforcement or criminal justice systems.

  • Ability to communicate effectively with diverse stakeholders (both technical and non-technical) including, but not limited to, staff, agency peers, agency management, and customer groups using a variety of communication styles and approaches.

  • Knowledge and experience with advanced supervision, staff development, team development, program management and evaluation.

  • Group facilitation/management skills, including the ability to resolve conflicts through negotiation, influencing, persuasion, and consensus building.

  • Strong ability to identify, conceptualize, analyze, and solve a broad range of complex problems and recommend effective and integrated solutions.

  • Ability to plan strategically, appropriately, and effectively set priorities, and adapt to a quickly changing environment.
