The Community Health Division within the Minnesota Department of Health is seeking a Finance & Business Administrator to direct budget, financial planning, internal accounting, procurement, and expenditure evaluations and corrections to ensure effective and efficient operation of a large Division while providing effective leadership to diverse program areas. The incumbent of this position is responsible for contractual documentation and obligations, financial reporting, contract staffing resources, training, documentation, and providing subject matter expertise to others in the Division, as well as operational financial support to Division Management.
Primary Job Responsibilities:
Develop and implement auditable financial planning, budget, and reporting systems that incorporates data on staffing & payroll, supplies, and program specific systems so that the Division has accurate and timely financial information needed for decision-making and communications with customers and partners.
Consolidate data from multiple financial and CHD systems so that current analyses, financial planning, and operational functions are effective and meet the needs of the Division.
Maintain and improve contracts management system within the division, and direct program managers and staff in the development of contractual agreements, professional/technical contracts, and outgoing grant agreements so that contracts comply with state and federal requirements.
Lead the Division's response to all aspects of state and federal fiscal year end and biennial transitions and conduct comprehensive analysis of CHD costs to communicate results so that Division management is informed of current activities and future program needs.
Advise and consult with leadership on development of staffing resource initiatives, review approval of staffing contracts, and monitor Division operations so that objectives are met.
Document procedures, maintain sufficient records of activities, develop and deliver trainings so that financial processes are easily accessible and understood by end users.
Assist Division leadership on any matter assigned while upholding an understanding of diversity, equity, and inclusion in the workplace so that the Division is prepared and responsive to issues as they arise.
This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion. This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, Fergus Falls.
Occasional travel to in-person meetings may be expected. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.
Minimum Qualifications
To ensure proper credentialing, the following minimum qualifications must be clearly demonstrated in the applicant’s work experience, with clear dates of employment included.
Four (4) years of experience working in governmental budget and fiscal management with two (2) of those years spent utilizing complex financial accounting systems and reporting.
Minimum Qualifications to be assessed at interview:
Knowledge of accounting and budgeting principles and practices.
Ability to prepare and interpret complex financial reports.
Ability to research, organize, analyze, execute, and evaluate financial data.
Ability to communicate effectively, both verbally and in writing, with a wide variety of audiences.
Ability to demonstrate an understanding of diversity, equity, and inclusion, and actively engage in activities to promote an inclusive work environment for all.
Degree Equivalencies:
A related associate degree may be substituted for six (6) months of experience. A related bachelor's degree may be substituted for one (1) year of experience. A related master's degree may be substituted for one and a half (1.5) years of experience. A related doctorate degree may be substituted for two (2) years of experience.
Preferred Qualifications
Bachelor's degree in finance, accounting, business management, or related field.
Experience using the State of Minnesota's Statewide Integrated Financial Tools (SWIFT) online financial, procurement, and reporting system.
Experience working in public health finance administration.
Knowledge of State of Minnesota Department of Health policies, procedures, practices, and operations.

This employment does not require a valid driver’s license, but it may demand travel, which the candidate will be responsible for meeting.
