In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

As the Director of Infrastructure and Development within the Office of Equity and Engagement, you will play a crucial role in strategically planning and securing support from stakeholders, agency leadership and work units to advance equitable infrastructure and development initiatives across the Department of Children, Youth, and Families (DCYF). This position will focus on fostering an environment where systems, processes, and infrastructure are in place to support equity goals and designed to eliminate barriers, ensuring inclusion and equity.
In addition to leading the integration of equity principles into the agency’s systems and processes, the Director will work to develop equity-related infrastructure that champions DCYF’s strategic priorities around equity and inclusion. This role will oversee two direct reports, including a coordinator and a specialist, while working closely with internal teams and partners to shape the agency’s internal equity infrastructure.
The Director’s work will ensure that DCYF’s internal systems and processes empower staff to effectively serve the internal and external communities we work with, aligning operational improvements and development efforts with the agency’s broader goals of diversity, equity, and inclusion.
Responsibilities include:
Lead the strategic assessment of equity infrastructure, creating comprehensive plans and roadmaps for initiatives and projects. Oversee the development and continuous improvement of infrastructure to ensure alignment and integration with the DCYF strategic plan, mission, vision, and values, fostering a cohesive approach to equity within all organizational efforts.
The Director will supervise the staff, provide guidance and resources, to ensure they are able to effectively perform their assigned duties and achieve the objectives of the office.
Develop agency-wide employee training and facilitate activities to integrate DEI into all aspects of the workplace culture. Enhance the agency’s employee experience by leading the implementation of continuous learning opportunities to shift agency culture towards person-centric and transformative practices.
Relationship Building. Fostering strategic and working relationships within the agency with leaders, work units, teams, partners, and consultants
Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:
Experience as a supervisor, lead worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
1+ year of experience identifying issues, goals and strategic actions
100+ hours per year time commitment
AND
Five (5) years of progressive experience in overseeing the development and implementation of complex, organization-wide systems, processes, and projects. Experience must include:
Experience leading cross-functional teams and manage budgets for large, multi-phase projects that impact multiple divisions.
Expertise in process improvement, regulatory compliance, and strategic planning, with a focus on enhancing operational effectiveness.
Strong understanding of diversity, equity, and inclusion (DEI) principles and their integration and intersection into organizational processes, decision-making, and systems.
Experience leading efforts to ensure systems and processes are equitable and accessible, promoting inclusivity across all areas of the organization.
Preferred Qualifications
A Bachelor’s degree in Public Administration, Business, Systems Development, Equity and Inclusion, or a related field (or equivalent experience).
Extensive experience managing large-scale, cross-functional projects in a public-sector environment.
Proficiency in using data and metrics to drive decision-making, evaluate the effectiveness of internal systems, and implement improvements that support DEI goals.
Variety of experiences working effectively with others from different backgrounds and cultures.
