This position is eligible for “telework” meaning that most of the work can be performed at home with occasional visits required to the office, located in downtown St. Paul, MN, and other Twin Cities metro locations.**

This position exists to provide expert oversight and management of contracts, compliance activities, and quality assurance within the Behavioral Health Administration (BHA) of the Minnesota Department of Human Services (DHS). The incumbent ensures that all contracts are properly managed, programs and services comply with federal, state, and departmental regulations and policies, and that the quality of behavioral health services meets established standards. This role is critical in maintaining the integrity, effectiveness, and quality of behavioral health services provided to Minnesota residents.

Some responsibilities include, but are not limited to:

  • Contract Management Oversight - Provide strategic direction and oversight for the Administration's grants and contracting processes across multiple divisions to optimize resource allocation, ensure operational efficiency, and promote equitable outcomes. Develop and implement comprehensive strategies to ensure all contracting processes adhere to state and federal regulations while supporting the department's broader mission and goals.

  • Compliance Oversight and Audit Resolution - Lead the development and implementation of comprehensive compliance strategies across the Behavioral Health Administration.Provide high-level oversight of audit processes and resolutions, ensuring alignment with departmental goals and regulatory requirements.

  • Policy and Procedure Development - Lead the development, review, and implementation of comprehensive, cross-divisional policies and procedures related to contract management, compliance, and related areas across multiple programs within the Behavioral Health Administration.

  • Management and Development of Staff - Supervise staff so that employees effectively perform assigned job duties and achieve the objectives of the division.

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee

  • (e.g. ERG) - Experience must include:

AND

Five (5) years of specialized experience providing compliance or quality assurance.

Experience must include the following:

  • Conducting research and reviewing state/federal regulations and other best practices to help establish compliance program goals and standards.

  • Experience managing large and complex projects.

  • Understanding of state funding and/or grant processes for government, health care industry, and/or non-profit organization.

  • Leading the development, review, and implementation of policies and procedures.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond flexibly to requests and concerns.

  • Proven ability to manage and integrate programs across multiple divisions or large, complex organizations.

  • Strong supervisory and management skills.

  • Project Management Professional Certification or Lean Six Sigma Certification.

  • Knowledge of the state systems, processes, and procedures related to grant management.

  • Experience working in Contracts Integration System (CIS), Agile Apps, or other contracts management systems; Technical background in contracts or grants management.
