This position exists to provide direction, management, and coordination of all phases of contracting processes in accordance with state and federal laws, regulations, and mandates for the Behavioral Health Administration (BHA). The incumbent will work with grant management teams to develop, coordinate, and manage request for proposal processes; draft and execute contracts and amendments. The incumbent will provide technical assistance, training, monitoring, and general consultation to all administration staff related to the contract processes. The incumbent will collaborate on targeted activities, projects and outcomes with other Behavioral Health Administration staff, staff from other DHS divisions and other state agencies.
Responsibilities include, but are not limited to:
Coordinate all phases of the contracting processes (contract initiation to final execution of contracts) across multiple program lines for the BHA contracts in accordance with applicable law, policy, and procedures.
Provide technical assistance, training, monitoring and general consultation for BHA grant managers and leadership in all phases of the contract processes.
Participate in development, deployment, and maintenance of the contracting process, and related tools and forms, and participates in related continuous improvement projects as the need arises.
Minimum Qualifications

Three (3) years of experience working with government grants and contracts.
Experience must clearly demonstrate:
Understanding of core grants and contracts management standards and practices that include drafting and monitoring.
Knowledge of roles and relationships of county, tribal, state, and federal governments.
Knowledge of budgeting and business processes required for all procurement process phases.
Skilled at using MS Office Suite programs: Word, Excel, PowerPoint, and Outlook.
*Bachelor’s degree in business, accounting, education, public health, or other related fields may substitute for one (1) year of work experience.
Master’s degree in business, accounting, education, public health, or other related fields may substitute for two (2) years of work experience.**
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Knowledge of behavioral health programs.
Experience integrating, coordinating and/or reconciling the interests, mandates, responsibilities, goals, and perspectives of a complex and diverse set of stakeholders across agencies and disciplines.
Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
