As a Compliance Analyst, you’ll be part of a team focused on ensuring quality functions in the complaint and survey system for regulation of licensed, certified, and registered health care providers. Your main tasks will include:
Determining enforcement actions related to complaint investigations and surveys.
Reviewing survey and investigation results to determine approval or denial of initial licensure and/or renewal of current licensed providers.
Analyzing and resolving issues to ensure high-quality health services are available to consumers.
Additionally, you'll act as a technical expert for health care facilities and practitioners, offering compliance guidance and interpreting state standards, rules, and regulations, while also helping develop regulatory enforcement actions for providers.
This position is eligible for telework for applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota.
Position location will be determined by the top candidate and will be based out of one of the following MDH office locations: St. Paul, St. Cloud, Duluth, Rochester, Mankato, Marshall, Bemidji, Fergus Falls.
Occasional travel to in-person meetings or provider facility visits is expected. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.
Minimum Qualifications
Two (2) years* of experience enforcing, monitoring or administering compliance for health care providers that may include processing inspections, compliant investigations, surveys, licensing administration or related work to maintain compliance with federal, state or local government regulations.
Minimum qualifications to be assessed during the interview process:
Critical thinking skills to interpret and apply applicable state rules and regulations to solve problems, as well as work with colleagues and management to find creative solutions.
Professional human relations skills sufficient to develop effective communication and working relationships with external partners and within MDH.
Knowledge of and ability to work with databases and data processing software.
*A degree in Public Health or health related field may substitute for experience as follows:
Associates degree - six (6) months
Bachelor’s degree - twelve (12) months
Master's degree - eighteen (18) months
Doctoral degree - two (2) years
Preferred Qualifications
Knowledge of federal and state laws and regulations pertaining to nursing and health services and the ability to interpret these laws and regulations for implementation.
Knowledge of Minnesota maltreatment statutes.
Experience working collaboratively with the healthcare provider community.
Experience conducting surveys of healthcare providers such as nursing homes, assisted living, home health care, or similar care facilities.
Experience implementing process improvements.
Experience working with multicultural backgrounds.

This position requires successful completion of a background and employment reference check.
This position doesn’t require a drivers license, but it does demand travel, which the incumbent will be responsible for meeting.
