This position is the Chief Financial Officer (CFO) for the Public Utilities Commission (PUC), leading financial management, human resources, and operations.
Responsibilities include but may not be limited to:
Serves as a key member of the executive leadership team, providing strategic direction and management for all financial resources, including budget-setting, integration of new programs, and resource prioritization and allocation.
Assures stewardship over the PUC’s financial resources, in compliance with finance and accounting regulatory standards.
Develops and implements best practices to ensure a well-controlled yet flexible organization that has strong fiscal and operations management, project coordination, cross-team communication, and workflows.
Provides supervision and oversight to staff working on accounting, budgeting processes, operations, human resources, and inclusion.
*Telework – This position is telework eligible and will be required to work in the office at least two days a week. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.
Minimum Qualifications

Demonstrated leadership experience*
*Leadership experience can include:
Experience as a manager, supervisor, lead-worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, SLI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG) Experience must include:
1+ year of experience identifying issues, goals and strategic actions
100+ hours per year time commitment
AND
Five (5) years of specialized professional work experience in government budgeting, public policy, or accounting/finance demonstrating the following:
Bachelor’s degree in accounting, finance, business administration, public policy, economics, or a related field.
Broad knowledge and understanding of state budget and accounting policies, procedures, and processes.
Advanced analytical skills, as demonstrated through budget setting and monitoring, workforce planning, accounting, data analysis, and/or otherwise problem-solving fiscal or operational challenges for an organization.
Project management experience sufficient to direct fiscal decision-making processes at a government agency.
Managerial skills sufficient to assign priorities, develop staff, and improve processes.
Preferred Qualifications
Master's degree in finance, accounting, economics, statistics, public policy, business administration or related field.
Experience with the utility industry, or regulated industries.
Authority for Local Certification Program (ALP) certification
Experience overseeing various administrative functions such as operations, human resources, contracting, IT, or related area.
Knowledge of the legislative process and how budgets are set at the state level.
Negotiation and conflict resolution skills.
Facilitation skills sufficient to guide groups of managers and senior leaders to make difficult decisions in challenging circumstances.
Written communication skills sufficient to write and edit policies, procedures, fact sheets, reports, and briefing memos, and PowerPoint presentations.
Oral communication skills sufficient to explain complicated financial concepts to decision makers.
Working knowledge of state government accounting and finance systems including SWIFT, SEMA4, Microsoft Office Suite, SharePoint, Teams, and E-Assessment or similar subsystems for billing and collections.
Experience working with people of diverse backgrounds and marginalized communities.
