This agency-wide position is responsible for directing employee engagement and inclusion strategies and events that advance the One Minnesota Plan goals while supporting the Department of Human Services’ (DHS) strategic plan and management goals of an engaged and inclusive work culture. As the DHS Engagement Champion, the purpose of this position is to direct agency-wide engagement and inclusion strategies and efforts and to provide leadership and coordination of an enterprise-wide employee engagement and inclusion team. The incumbent will enhance the DHS Engagement and Inclusion plan based upon survey results and focus group analysis, establish program goals, direct projects and activities necessary to ensure these goals are met and monitor the on-going survey results, implement continuous improvement process within the program, lead agency-wide teams to identify and disseminate evidence-based emerging trends and practices, and develop employee engagement tools and resources for agency-wide implementation and adoption.

Responsibilities include but may not be limited to:

  • Lead and manage staff by hiring, onboarding, developing, coaching, and retaining engaged and productive employees.

  • Develop agency-wide plans and strategies that align employee engagement and inclusion efforts across all administrations, focusing on supporting positive outcomes and culture change, through a broad series of events, trainings and development opportunities for Senior Strategy Team, management, and employees.Submit the agency’s plan to MMB and Governor’s office and report on progress and outcomes and be responsible for engagement strategies and events to further our One Minnesota Plan goals inside and outside of DHS.

  • Lead, facilitate and project manage the DHS Employee Engagement Planning and Project Teams (Ambassadors) along with agency-wide efforts, providing direction, guidance, and support to successfully implement the DHS Employee Engagement Strategic Plan.

  • Provide oversight, guidance, and support to Employee Resource Groups (ERGs) within DHS.

  • Facilitate communication, activities, and initiatives that promote diversity, inclusion, equity, and a sense of community within the agency.

  • Design and lead the re-implementation of DHS’s mentorship program; create strategies that foster professional development across DHS that align with the mission of the agency.

  • Lead, plan, develop and coordinate special projects as the need is determined or as assigned.

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee

(e.g. ERG) - Experience must include:

  • 1+ year of experience identifying issues, goals and strategic actions

  • 100+ hours per year time commitment

AND

Four (4) years’ experience overseeing programs related to human services, including employee culture, engagement strategies, and leading the work of staff.

Experience must demonstrate:

  • Leading and implementing engagement strategies in a large organization.

  • Knowledge of talent acquisition, talent management and employee retention strategies.

  • Determining, developing, and executing effective policy and company-wide direction.

  • Determining and setting priorities, effectively manage personnel, and establish effective program implementation and evaluation.

  • Human relation skills sufficient to build networks of colleagues throughout the public sector; to effectively persuade; to deal effectively with complex and oftentimes competing relationships and agendas; to build relationships with key partners, including tribes, counties, and community organizations; and to understand, develop, motivate, collaborate, and lead others.

  • Experience implementing inclusion and equity strategies with a commitment to fostering a diverse and inclusive workplace.

Preferred Qualifications

  • Knowledge of DHS, state government policies and procedures relating to statewide HR and talent management strategies.

  • Superior written communication skills, ability to relate and communicate effectively with a wide range of people, ability to establish credible relationships with elected officials, and skill in making formal presentations.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
