Spectrum Transport & Capacity Engineer II in St Louis, Missouri

JOB SCOPE
Under minimal supervision, responsible for executing project plans for engineering management resources as well as bandwidth transport and capacity management of network needs and forecasting. Administers company policy and provides efficient operation in the areas of planning, project development, implementation, and manages inventory for leased capacity, and numerous internal corporate customers for transport and capacity.
DUTIES AND RESPONSIBILITIES
Actively and consistently supports all efforts to simplify and enhance the customer experience.
Prioritizes and coordinates solutions for highly complex circuit orders and capacity requirements for the divisions, and internal corporate customers for transport and capacity.
Interacts with network engineers and engineering staff to develop the required plans for effective networking management to ensure projects are controlled and completed on time and within budget.
Creates Engineering diagrams of solutions.
Works with engineering staff at the Corporate and Divisional levels to design and implement plans for interconnects with LECs and other carriers.
Provides project management and network planning support in close coordination with access providers.
Develops and maintains processes and procedures associated with Transport and Circuit management functions.
Develops and produces reports clearly indicating benchmarks, critical paths, resource loads, schedule slack and required plan adjustments.
Identifies project slips and provides suggested corrective courses to recover schedule slippage.
Coordinates bandwidth-needs and forecasting for all aspects of networking.
Provides project and vendor coordination of access providers.
Provides billing coordination, verification, and support to network key holders and corporate accounting.
Provides contract negotiation and project management support to the Corporate Contracts Manager.
Reviews and submits reports and other data as required by leadership and conducts a continuing evaluation of task force results.
Ensures compliance with established processes, procedures and policies.
Performs other duties as requested by supervisor.
BASIC / MINIMUM QUALIFICATIONS
Bachelor’s degree in engineering or related field or equivalent work experience
Minimum of three (3) years of relevant transport experience in Telecommunications or related industry
Minimum of two (2) years of program development and project planning experience
ADDITIONAL JOB QUALIFICATIONS
In-depth knowledge of circuit ordering for bandwidth requirements (e.g., Fractional T1, T1, DS3, OCX)
In-depth knowledge of SONET ring functionality, testing, and activation
In-depth knowledge of IP transport and routing protocols, testing, and activation
Ability to work well with all levels of organization, varied disciplines and degrees of technical business experience and external access providers
Ability to analyze interpret and trend data projecting future connectivity needs based upon growth projections
Ability to analyze connectivity requirements using the LERG (Local Exchange Routing Guide) or other tool sets
Ability to handle multiple projects and tasks
Ability to interpret engineering drawings (e.g., fiber maps, etc.)
Ability to make decisions and solve problems while working under pressure
Ability to manage multiple projects to meet target dates for implementation
Ability to prioritize and organize effectively
Ability to show judgment and initiative and to accomplish job duties and goals
Ability to work independently
Ability in use of personal computer and software applications (i.e. office applications, project scheduling programs and mapping software, etc.)
PREFERRED QUALIFICATIONS
Knowledge of company products and services
Professional level Network Certification or equivalent work experience
Industry and vendor specific certifications and training (NCTI, SCTE, BCT/E)
