This is a highly independent and responsible position that is charged with high-level accounting duties for FDOH-SJC.
Performs accounts payable functions for FDOH-SJC to include but not limited to:
Receives, reviews and prepares all invoices for payment according to policy after verifying products/services have been received and that all proper documentation is attached.
Inputs invoices and journal transfers into appropriate systems; calls vendors to charge qualifying invoices to purchasing card.
Manages/completes encumbered and unencumbered disbursements in appropriate system(s).
Completes appropriate processes for documentation scanning.
Monitors encumbrance balances and adjusts as necessary.
Processes requests for duplicate warrants and warrant cancellations.
Processes appropriate salary refunds.
Manages/completes disbursement adjustments and corrections and necessary journal transfers as needed or requested.
Ensures compliance with FDOH prompt payment compliance, accounts payable processing and cash handling policies and procedures including but not limited toDOHP 56-29-18 (https://floridahealth.sharepoint.com/sites/DIVOFADMINISTRATION/Policies/Prompt%20Payment%20Compliance.pdf) ,IOP 56-23-17 (https://floridahealth.sharepoint.com/sites/DIVOFADMINISTRATION/Policies/Accounts%20Payable%20Voucher%20Processing%20and%20Maintenance.pdf) ,DOHP 57-07-17 (https://floridahealth.sharepoint.com/sites/BUDGET/Policies/CashHandlingPolicy.pdf) .
Reconciles daily cash drawers for all cashier’s and prepares daily bank deposits. Maintains credit card and electronic receipt spreadsheets
Processes and submits vouchers and invoices appropriately. Processes voucher packets required for pre-audit and handles any problems/issues received from Department of Financial Services.
Serves in the Accountant or Approver role for FDOH-SJC Purchasing Cards approval process. Ensures proper coding and documentation for all transactions. Coordinates with appropriate staff to resolve any issues or discrepancies as necessary.
Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge, skills, and abilities, including utilization of equipment, required for the position
Knowledge of Microsoft Office products and general accounting principles.
Skill in basic mathematics, customer service, utilizing computers, and organization.
Ability to be detail oriented
Ability to communicate effectively.
Ability to think critically and problem solve.
Within six months, have a proficiency in FDOH-SJC online accounting systems.
Qualifications:
Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite): Valid driver’s license.
Other job-related requirements for this position: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
