Responsibilities This Supervisory Transportation Security Specialist (Director, International Compliance Division) position is located in the Compliance, Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Ensures International Compliance staff meet objectives and deadlines set by the AA/DAA for Compliance or higher authority. Ensures compliance with overall directives; establishes management controls for staff activities; provides a means for evaluating organizational accomplishments; and directs and implements process improvements for procedures. Advises the AA/DAA for Compliance on matters affecting the strategic and operational direction of Compliance. Applies expert level knowledge and a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational components, projects, and/or programs to accomplish mission objectives. Developing and presenting briefings, speeches, issue papers, and background/talking points on a wide range of issues of interest to high level officials. Using advanced technical knowledge and experience, oversees the implementation of the FAAP and international regulated entities inspection programs. Demonstrates expert knowledge of regulations and international compliance. In collaboration with the AA/DAA for Compliance, lays out the overall goals to further TSA's evolution into a high performing counter-terrorism organization. Supports implementation of emerging initiatives aimed at continuous improvement of the effectiveness and efficiency of transportation security; encourages collaboration, information sharing, and engagement with internal and external domestic and international stakeholders to support the security of the worldwide transportation network. Provides direct management guidance and supervision for the Regional Operations Center (ROC) Directors. Monitors organizational performance metrics in accordance with TSA mission, vision, goals, and objectives; continually assesses the effectiveness of operations and programs and adjusts as needed to meet emerging priorities Using advanced technical knowledge and experience, oversees the implementation of the FAAP and international regulated entities inspection programs. Demonstrates expert knowledge of regulations and international compliance. Requirements Conditions of Employment You must possess U.S. Citizenship. You must complete a favorable Tier 5 Background Investigation (T5). You must pass Drug Screening, subject to random drug tests. You must be able to obtain and maintain a TS/SCI clearance. Qualifications To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Utilizing Federal and international transportation security standards, policies, and programs to provide policy guidance on complex transportation security issues. Collaborating with stakeholders and international officials to implement changes in aviation security measures and to mitigate vulnerabilities. Providing recommendations to senior leadership on TSA aviation security projects and policies. Managing an aviation security program and/or project by possessing advanced knowledge of project management methods and techniques sufficient to assist, as required, in the collaborative assessment of transporation systems and vulnerabilities considering a variety of attack scenarios and their potential on those systems. Advance oral and written communicaiton skills sufficient to make clear and convincing presentations, listen effectively, and clarify information as needed for intended audience. Experience advising on regulatory - based inspections operations and related programs (international or domestic). 2. Experience evaluating and recommending improvements in transportation security, including issues with international impact. 3. Experience developing influence and maintaining professional relationships with high-level international partners and other officials across organizational and functional boundaries. Conditions of employment: MOBILITY: The Transportation Security Administration (TSA) was created in the wake of 9/11 to strengthen the security of the nation's transportation systems while ensuring freedom of movement for people and commerce. TSA employs a risk-based strategy to secure U.S. transportation systems, with nearly 50,000 Transportation Security Officers, each day at approximately 450 airports nationwide. This position is contingent upon successful completion of the Foreign Airport Assessment and Inspections Course (FAAIC) and Transportation Security Inspector Basic Core Training. Education Additional Information The Supervisory Transportation Security Specialist (Director, International Compliance Division) position has a Tour of Duty. The length of a tour of duty assignment is generally up to 5 years. The initial tour is normally 36 months, and with agency approval a second tour of duty up to 24 months. Any subsequent tour of duty extension beyond the second tour will be based on the Agency's needs. During your assignment, an employee from Human Capital will work with you to complete a career assessment and to identify future position interests. It is TSA's policy to provide a consistent and timely way of placing employees upon expiration of their tour of duty. Placement is based on the employee meeting the priority placement eligibility requirements and qualification requirements for an appropriate vacant position, as well as any applicable career development assessment and agency needs. SUPERVISORY/MANAGERIAL PROBATIONARY PERIOD REQUIREMENTS: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. Eligibility to apply for other Federal positions: TSA is an Excepted Service agency exempt from most of Title 5 United States Code; therefore, employment with TSA does not confer the "Competitive Status" that generally results from selection and service in Competitive Service agencies.
