Transportation Security Administration Supervisory Financial Specialist (Branch Chief) in Springfield, Virginia
Summary Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. Responsibilities This Supervisory Financial Specialist (Branch Chief) position is located in the Budget & Finance Branch, Resource Management Office (RMO), Operations Management (OM), Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Serves as the Branch Chief responsible for directing, managing, formulating, implementing, and executing major financial management functions and responsibilities. Such work includes the development of key policies, practices, and procedures which subsequently drive and guide overall financial work operations. Represents the Division and/or Agency with other TSA Offices, Federal Agencies, the Department of Homeland Security (DHS), Office of Management and Budget (OMB) or Congress to answer questions on submissions of financial deliverables or TSA financial management processes. Directs, coordinates, and oversees work through the subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or of that dictated at the departmental level. Manages briefing materials, talking points, and presentations for TSA leadership, provides high-level recommendations for major policy changes/analyses which impact operations and serves as the authoritative source of information to others on proposals that impact a broad spectrum of the program(s) assigned. Performing a full range of supervisory/managerial duties by planning and communicating the organization's vision and objectives, planning work to be accomplished by subordinates, setting, and adjusting short-team priorities, and preparing schedules for completion of work; assigning work to subordinates based on priorities, determining selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluating work performance of subordinates; giving advice, counsel, or instruction to employees on both work and administrative matters; hearing and resolving complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; effecting minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identifying developmental and training needs of employees, providing or arranging for needed development and training; finding ways to improve production or increase the quality of the work directed; and developing performance standards. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. Qualifications To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Planning, managing, and overseeing a financial operations program (i.e., working across an agency at leadership levels and with senior financial management and internal control stakeholders at a Department level to develop and implement goals and objectives); and Applying advanced financial management & internal control principles, concepts, regulations, and analytical methods to internal management control activities; and Analyzing and evaluating financial & internal control information and reports to suggest improvements and identify risks (either executing internal audits or managing financial statement audits); and Providing oversight of day-to-day reporting development activities to include training lower-level staff, recommending corrective actions, providing expert advice to senior-levels, and/or developing guidelines for preparing financial products; and presenting to various level staff and/or audience; and Communicates progress on actionable items to agency leadership (e.g., status reports, organizational performance measure, etc.) and/or other stakeholders, to ensure responsiveness to stakeholder needs. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
