This position is contingent based on contract award.
Responsibilities
Oversee the daily administrative operations and logistics of program management office; manage workflow and maintain efficiency between various program divisions.
Responsible for the performance of technical support projects or tasks in accordance with contract requirements and development of appropriate policies, procedures and guidelines.
Assist in implementation of program schedules and suspense tracking.
Coordinate with the COR/ACOR and subcontractor partners on contract requirements and concerns as needed.
Available to deploy to all international locations and/or theaters to perform quick reaction subject matter expert support to US forces worldwide military contingency missions and requirements in potentially hazardous work environments.
Perform complex analyses and prepare reports supporting the program management function.
Provide administrative support and coordination to the contract or project task(s).
Assist in the development of but not limited to; project schedules, monthly updates, payroll/personnel processing, maintenance, immigration and reporting.
Maintain contract budgets; prepare contract-billing purchase orders, estimate materials, equipment, production costs and delivery schedules.
Manage facility administration and purchases of equipment and supplies as related to Task Order requirements
Optimize operating results in terms of cost, methods and personnel.
Implement and ensure quality assurance directives are compliant.
Assist in defining and implementation of program schedules for all employee activities, including travel, benefits, and retention and recognition programs.
May assist human resources with hiring, training new employees and conducting performance reviews
Assist in manifesting personnel for deployment activities and transportation as required.
Serve as Records Custodian.
Able to perform all duties to ensure timely, courteous and quality support to INSCOM or other customers/affiliates.
Communicate with outside vendors and other contacts and service providers.
Oversight of Program Control Analyst Team.
Qualifications
Bachelor’s Degree in a technical field, business administration or equivalent, and seven years of related technical project support experience including administrative and financial tasks.
Experience in international human resources management a plus; to include understanding of TESA, SPOT, Foreign Clearance Guide and various host country immigration visa processes for both work authorization and business travel.
Demonstrate knowledge in contract fiscal and business management, including the management of Quick Reaction Capability efforts.
Experience in the development, collection, analysis and reporting of personnel and financial requirements.
Skilled briefer to assist in providing training and status update to program and corporate leadership, subcontractor partners and vendors as needed; as well as orienting new hires into program and/or contract requirements.
Skilled with Microsoft Office applications to maintain spreadsheets, create program documents or develop power point presentations.
Fluent in the English language (written and oral).
US Citizen. Final Top-Secret Clearance based upon a TIER 5 Background Investigation and favorable eligibility determination for access to Sensitive Compartmented Information (SCI) IAW ICD 704. Some positions or assignments may require a Counterintelligence (CI) Scope Polygraph, especially those requiring access to TDN2.
