Summary This position is located in the Department of Homeland Security (DHS), Management Directorate, Office of the Chief Information Officer (OCIO), Solutions Development Directorate (SDD). The DHS OCIO is responsible for all matters relating to information and the DHS information environment including customer experience, network operations, information systems, information assurance, defensive cybersecurity, and communications. Responsibilities The Solutions Development Directorate (SDD) is responsible for architecting, engineering, developing and implementing enterprise-wide systems, services and applications. The SDD mission is to design, architect, engineer, and delivery systems and services at the DHS enterprise level, to include application development, shared service deployment, applications operations, implementation of cloud services and management of service level agreements across the enterprise, to meet or exceed the needs of the Department; strengthening cybersecurity and IT security policy to ensure investment decisions align with mission objectives and cybersecurity department priorities. The Deputy Executive Director, SDD, provides oversight and development of all activities concerning the implementation of enterprise-wide systems, services and applications to improve the homeland security mission. Assist the Executive Director, Solutions Development Directorate as well as the Chief Information Officer in conducting Department-wide strategy development. The managerial duties carried out by the incumbent have direct bearing on DHS strategic planning for technology that are vital to mission accomplishment and require resolution at the highest level of the Department. Specific responsibilities include: Providing advice and recommendations in connection with highly significant strategic issues involving the use of technology for the varied missions of the Department, as well as functions associated with those mission responsibilities. Providing leadership and direction in the development and coordination of Department-wide strategies and supporting analysis for the deployment of technology. Translating Presidential and Secretarial priorities into Department-wide technology strategy. Serving as an authority on homeland security information technology strategy. Coordinating among DHS directorates, components, and offices to develop strategy inputs, assessments and reviews. Working closely with other Senior Executives in OCIO, as well as the Offices of the Chief Procurement Officer (OCPO), Chief Security Officer (OCSO), Chief Human Capital Officer (OCHCO, and other lines of business within the Management Directorate. Coordinating among Senior Executives across other MGMT/HQ, Federal, State, local, Tribal, Territorial agencies, and the Private Sector to develop strategy inputs, assessments, and reviews. Working closely with Senior Executives in Intelligence and Analysis, Science and Technology, Office of Policy, and other headquarters organizations to ensure inputs across the Enterprise are reflected in the technology strategies and resulting deployment of enterprise-wide systems, services, and applications. Representing the CIO, DCIO, and Executive Director in executive level meetings to assure Department positions are clearly articulated, understood, and negotiates on behalf of OCIO and DHS to achieve cooperation among officials at all levels of government. Serving as a senior official within CIO with full authority to commit resources on behalf of the Executive Director, and give final approval for major programmatic actions, and responses to the White House and Congress. Provides direct support to the Executive Director. Requirements Conditions of Employment Qualifications The application process to recruit for this position is the TRADITIONAL-BASED method. BASIC REQUIREMENTS: To meet the minimum qualifications for this position, you must meet the Basic Requirements: Individuals must have IT-­related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently serving under a Career Senior Executive Service (SES) appointment, eligible for reinstatement into the SES, or a SES Candidate Development Program (CDP) graduate, you must address the ECQs. Your narrative must address each ECQ separately and demonstrate the underlying competencies in the narrative. You should use action oriented leadership words to describe your experience and accomplishments and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.). Applicants should use the Challenge, Context, Action and Results (CCAR) model below when responding to each ECQ: CHALLENGE: Describe a specific problem or goal. CONTEXT: Describe individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, members of Congress, shrinking budget, low morale). ACTION: Describe the specific actions you took to address a challenge. RESULT: Describe specific examples of measures/outcomes that had impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Your narrative response should not exceed 10 pages, be typed in 12-point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ. Before uploading into the system, ensure these guidelines are met. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility. ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, Technology Management. ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating. NOTE: Those applicants currently serving under a career Senior Executive Service appointment, who are eligible for reinstatement into the Senior Executive Service, or who have successfully completed a Senior Executive Service Candidate Development Program approved by OPM, need not submit a narrative statement covering each of the Executive Core Qualifications. However, those applicants must address the following Mandatory Technical Competencies. TECHNICAL QUALIFICATION (TQ)s: In addition to Basic Requirements, all candidates must show evidence of the following TQs below in order to meet basic qualifications for this position. Please label and include your name on each page. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. You must address each TQ separately and you should not exceed 2 pages per TQ. You are required to respond to all TQs. If you fail to do so, you will be rated as 'ineligible.' TQ 1. Demonstrated experience as a senior leader balancing the demands project/program oversight, personnel development and leadership, and communication with senior executive organizational leadership. Experience leading development of products and services in a transformational environment. Ability to communicate and coordinate complex technical issues across organization boundaries using a defined communication and coalition strategies. TQ 2. Demonstrated experience leading human-centered designers and product managers, application developers, contract services, and multi-million-dollar budgets. Experience developing acquisition strategies and collaborating with procurement and governance organizations to ensure successful solution delivery. DO NOT COMBINE THE TQ AND ECQ STATEMENTS. Failure to meet the basic qualification requirement and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified. Education There is no educational requirement for this position. Additional Information Veteran's Preference does not apply to the Senior Executive Service.
