Army National Guard Units MOBILIZATION PLANS SPECIALIST (TITLE 32) in Springfield, Illinois

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MOBILIZATION PLANS SPECIALIST (TITLE 32), Position Description Number D0623000 and is part of the IL DCSOPS, National Guard. Responsibilities As a MOBILIZATION PLANS SPECIALIST (TITLE 32), GS-0301-11, you will serve as a Mobilization Plans Specialist to develop plans, coordinate preparations for mobilization and the deployment of available ARNG units. Major Duties - This is NOT an all-inclusive list: Analyze the war plan missions assigned to the state's units and evaluate the capability of those units to meet requirements considering mobilization capability, readiness and other factors. Develop, analyze, and update mobilization plans and projects from conception to completion. Review and approve Post Mobilization Training and Support Requirements. Ensure the Mobilization Exercise Program is effective, sensitive to state specific missions and needs, and is coherently organized for effective implementation. Take action to recommend mission changes or corrective measures when the mission is inappropriate. Analyze after action reports. Identify systemic deficiencies. Research mobilization planning problems and provide commanders and staff with advisory services. Analyze force structure changes for impact on the state and unit mobilization plans. Analyze United States Forces Command Mobilization and Deployment Planning System directives to ensure STARC and unit compliance with established mobilization requirements contained in these documents. Assemble and analyze mobilization data. Prepare and publish mobilization lessons learned. Represent the state at NGB, US FORSCOM, and other General Officer and Major Command mobilization and deployment conferences as required. Serve as a member of the state Readiness Committee or Council. Prepare agenda, coordinate with staff and conduct workshops on mobilization plans. Assist in developing, coordinating and conducting state and unit mobilization station coordination conferences. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. INDIVIDUAL MUST POSSESS A MINIMUM OF A SECRET CLEARANCE. DEPENDING ON STATE'S MISSION SET, THE POSITION MAY BE REQUIRED TO OBTAIN AND MAINTAIN A TOP SECRET CLEARANCE. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer/Warrant Officer/Enlisted - May not exceed the rank of CPT. GENERAL EXPERIENCE: MUST possess experience, education or training which provided a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess specialized experience, which includes at least 1 year at the lower-level GS-09, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
