25% Subject to management approval, serves as the Mainframe Systems Manager for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Human Services (IDHS):

  • Interprets and implements policies, procedures, and application standards of management information services.
  • Manages, evaluates, and coordinates major project development, testing and implementation efforts proposed for Department of Innovation & Technology/Department of Human Services (DoIT-IDHS) Applications Management with primary focus on mainframe system applications and additional attention to web-based applications.
  • Reviews, monitors and confirms projects are developed within the scope of DoIT-IDHS goals.
  • Documents activities specifying time frames, priority tasks and utilization of resources.\

20% Serves as a full-line supervisor:

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline, up to and including discharge.
  • Prepares and signs performance evaluations.
  • Determines and recommends staffing needs.

15% Coordinates work assignments involving Applications units to ensure that resources are being used efficiently:

  • Coordinates efforts with other DoIT-IDHS areas and external entities that interface with these units and systems, including other governmental agencies and private organizations.
  • Identifies applications systems and resources that are candidates for consolidation or movement to other areas within the DoIT-IDHS organization.

15% Meets with program administrators (Steering Committee) on a frequent basis to discuss the status of work assignments and to document issues needing resolution.

10% Assists the Applications Management Administrator and the Chief Information Officer (CIO) in establishing long-range objectives and priorities for DoIT-IDHS, and to monitor and recommend best practices, with primary focus on mainframe technology:

  • Confers with the Applications Management Administrator and the Chief of Information Officer (CIO) on a frequent basis to discuss the status of tasks and to respond to special assignments.

5% Prepares technology status reports, issue papers and other requested documentation in support of the Applications areas.

5% Keeps abreast of new developments in the Information Technology field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

5% Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
