35% 1. Under administrative direction, serves as a lead developer for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Public Health (IDPH):\ Performs complex professional and advisory functions for the Information Systems section.\ Works as a member of a team of developers and analysts establishing and maintaining assigned applications.\ Utilizes using SQL Server, .Net, IBM Web Sphere Transformation Extender, Rhapsody, laboratory Software applications, HL7, HL7 PHIR, Azure DevOps, and X12 in performance of duties.

\ 25% 2. Performs complex analysis and consults with the Project Manager on data analysis for input into the Illinois National Electronic Disease Surveillance System, Laboratory systems, and other assigned systems and applications:\ Reviews existing systems to evaluate the advantages of new hardware and software technology implementation.\ Develops and recommends new procedures and techniques to improve the effectiveness of application systems.\ Conducts feasibility studies for system conversions and enhancements.

\ 15% 3. Provides agency management with high level technical assistance in the development, analysis, interpretation, evaluation, modification and installation of comprehensive documents and application systems:\ Provides input on specifications, formats, record layout, report templates and report formats for assigned applications.\ Assists the Project Manager with the implementation and deployment of assigned applications to the application servers.\ Provides input and assists in the monitoring of the application performance and communication with network and server support staff for related application issues.

10% 4. Mentors and assists with the development of lower-level professional staff with all aspects of the supported applications and systems:\ Provides work leadership, guidance, training, and direction.

\ 10% 5. Keeps abreast of new developments in the Information Technology and Healthcare integration fields:\ Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and remain current on IT products, vendors, techniques and procedures.\ Attends demonstrations and exhibitions related to assigned operations.

\ 5% 6. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
