Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 5), Position Description Number T5808300 and is part of the IL MILPO, National Guard. Responsibilities As a HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 5), GS-0203-5/6/7, you will serve as the final reviewer and procedural authority of personnel actions submitted to the MILPO by lower echelons. Major Duties - This is NOT an all-inclusive list: Serve as a final reviewer of actions, which may include but are not limited to: accessions, promotions, transfers, boards, promotion eligibility; retirement eligibility; and actions that affect eligibility of educational or incentive benefits as well as sensitive, complex cases, which involve: allegations of inequitable, prejudiced, or similar treatment (e.g. issues of fraudulent enlistment or assignment; removal of military member from active or inactive status). Perform final review on file prior to review and action by a board, action officer, or others and insure that all levels of legal, medical, and administrative review have been completed. Summarize salient facts and issues; analyze case information; outline options; and recommend appropriate action. Insure that regulatory requirements related to the specific action are met. Identify gaps or inconsistencies in the record and initiate action or interviews personnel to obtain needed data. Research and obtain all necessary relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended. Draft or prepare related correspondence for appropriate signature and enters data in automated systems, as needed. Retrieve data from information sources, both manual and electronic, for use in answering questions, responding to correspondence, or preparing reports or briefings. Insure completeness and proper forwarding of records to appropriate board. Serve as the primary point of contact, coordinator, and advisor for questions regarding Military Funeral Honors and/or Casualty Assistance. Provide assistance to the family members by advising them of the deceased member's entitlements and provides information or assistance with filling out any required forms. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Subject to provisions of DoD Priority Placement Program. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Qualifications GENERAL EXPERIENCE: MUST possess progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position with experience using computer and automation systems. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-7 Level MUST possess at least 1-year equivalent experience to a GS-6 Level; experience completing and reviewing human resources actions; writing and reviewing memorandum, using computers, etc. GS-6 Level MUST possess at least 1-year equivalent experience to a GS-5 Level; experience completing human resources actions; writing memorandum, using computers, etc. GS-5 Level MUST possess at least 1-year equivalent to at least GS-4 performing successfully the duties required of the position or 4 years of education above high school level in a field related to the requirements of the position.
