Job Description

Iowa Workforce Development is seeking applicants for the position of Title I Career Planner at our IowaWORKSSioux City office.

The Title Career Planner will recruit, enroll, develop goals, monitor progress, and provide follow-up to all participants in Adult, Dislocated, and Youth programs of the Workforce Innovation and Opportunity Act (WIOA). The Career Planner will assist customers in overcoming barriers to success by connecting them to community and partner services, including the services within the IowaWORKS center, as appropriate.

The position will help identify employment and training needs through career assessments and labor market information. Services can include resume development, interview skill building, job searching, referrals to services and employment, and setting up work experiences, on the job training, or educational training to assist participant successfully obtain employment with a livable wage. Services include offering guidance and direction on how to overcome barriers to success by coordinating services with other local community programs including, but not limited to, homeless and housing programs, educational, mental health services, sexual health / pregnancy prevention services, and health care services. Regular communication and follow-up are conducted in-person, virtually, or over the phone then accurately documented through the IowaWORKSdatabase system.

Title I Career Planners will perform outreach to recruit program participants, through connection with community agencies, facilitating workshops, attending career fairs, or other efforts to create awareness. Interacts effectively and builds respectful relationships among coworkers and partners. Collaborates with team members within the American Job Center, resulting in a better experience for customers. Provides feedback as well as potential solutions to team and/or leadership. Provide first day service to Veterans.

The Title I Career Planner will provide direct services to business for recruitment of employees. Provide information and guidance to employers on how to use the Iowa Works system and inform them of opportunities to participate in Work Based Leaming activities. Participate in development and implementation of customized recruitment strategies and events. Provide follow-up contact and services to job seekers and business. Utilize case management system for tracking and maintaining employer information. Critique and enter job orders and referrals into the Iowa WORKS system. Network with businesses to determine hiring practices and employer needs.

To be a successful Title I Career Planner will include Developing trusting relationships and coaching individuals with broad and diverse ethnic, racial, economic backgrounds, and multiple barriers to employment. Effective listening skills. Strong knowledge and understanding of case management and counseling theories/techniques. Creating individualized plans which identify clear, achievable, realistic action steps and life goals. Possess both creative and critical thinking skills and experience in connecting community and partner services to customers. Ability to adhere to state & federal documentation, record-keeping and case note policies. Computer data system, Microsoft Office, and social media knowledge.

Minimum Qualification Requirements

Graduation from an accredited four-year college or university;

OR

an equivalent combination of education and experience substituting one year of full-time public contact work obtaining, analyzing and evaluating data such as job/claims interviewing, testing, referral and/or placement, sales representative, credit investigation, or related public contact work dealing with job applicants and employers in a variety of supportive clerical and outreach functions for one year of the required education with a maximum substitution of four years;

OR

employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Workforce Associate.
