Job Title : Deputy Project Manager (DPM) / Custodial Supervisor (IRS)

Job Summary:

EMCOR Government Services is currently seeking a Deputy Project Manager (DPM) / Custodial Supervisor to lead our contract operations supporting the Internal Revenue Service (IRS) at the New Carrollton (IRS NC) Federal Building in Lanham, MD and at the Silver Spring Metro Center (SSMC) in Silver Spring, MD .

The Deputy Project Manager / Custodial Supervisor leads a team of dedicated and talented professionals in delivering facilities maintenance services to include scheduled and unscheduled maintenance, and repair of equipment and systems, and associated services. Additionally, this position involves the management and supervision of all custodial-related services and the custodial workforce.

As the contract’s deputy project and custodial leader, working through subordinate staff, responsibilities include client engagement, financial planning and management, interaction on human resources management, operations and continuous improvement, and planning, organizing, coordinating, directing, and controlling assigned contract functions.

Reporting: This position reports directly to the Project Manager.

Supervision: This position will supervise the Chief Engineers, Engineers/Trades Supervisors, etc., and directly supervise the Custodial Leads. Additionally, this position will directly manage subcontractors for core services and IDIQ projects, as well as consultants.

This position is contingent upon contract award.

Essential Duties and Responsibilities include, but are not limited to:

  • Provides leadership, direction, available 24/7/365, and who is responsible for the successful completion of all aspects of the assigned contract between EGS and the client, and in the absence of the Project Manager, is the EGS on-site authority for all project-related issues.

  • Oversees and manages all aspects of the assigned contract custodial-related scope of work, zone cleaning services, specialty cleaning, and contract deliverables, such as training records, chemical usage and inventory to include the use of green-certified products, procedures, best practices, etc.

  • Travels to all contract sites (Lanham & Silver Spring) on a scheduled basis to ensure SOW requirements, EGS policies and procedures to include the administration, coordination, performance, and monitoring of operational and business activities of projects are met on a consistent basis.

  • Prepares quarterly financial forecasts and monthly updates. Ensures that the contract is managed in a manner that meets all contractual requirements and financial goals. Maintain and track performance metrics.

  • Oversight and execution of financial operations to include creation/review/closure of POs, billing work file, work in progress, invoicing, and other financial tools/software.

  • Leads a team of custodial and technical employees. Responsible for maintaining a strong, trained, and disciplined workforce.

  • Must be experienced in the operation and maintenance of a 24/7 mission critical facility, operating energy management control systems and have HVAC/electrical experience and supervising multi-skilled technicians.

  • Manages the overall operations of the contract, including: the performance of daily operations, scheduled maintenance; IDIQ construction and renovations; administration of subcontracts for facilities work.

  • Evaluate and ensure the project's efficient operation, controlling operational expenses at a minimum consistent with sound maintenance practices and contractual requirements.

  • Provide administrative and technical direction and supervision to staff in completing work assignments.

  • Supervise the negotiation and bids for IDIQ construction and renovation contracts; and administer such contracts.

  • Discuss, plan, and delegate project assignments to staff; determine building and maintenance priorities.

  • In consultation with the Project Manager, make recommendations concerning the hiring, promotion, and termination of facilities maintenance and custodial staff.

  • Coordinates purchase of necessary supplies, equipment and services from appropriate sources and maintains proper inventory control, maintenance, and consumable supplies.

  • Maintains liaison with architects, engineers, and contractors/subcontractors engaged in renovation, or other major projects.

  • Maintains sufficient records, files, controls, and procedures to ensure management and work production. Ensure that CMMS data files are complete and current.

  • Review QC inspection reports and initiate and oversee corrective actions to eliminate rework.

  • Develop and execute training sessions for employees to include custodial training program for custodial employees in accordance with Cleaning Industry Management Standards, Green Cleaning Practices, and Regulatory Compliance Standards.

  • Maintains compliant and strong safety, health, environmental and quality control programs in conjunction with the EGS Safety and Quality Director\Manager and Project Manager.

  • Ensures that all administrative employees follow the EGS Business System

Qualifications

  • Must have a minimum of five (5) years of recent (within the past seven (7) years ) experience in directing operation and maintenance of equipment in a supervisory capacity for equipment of the approximate size, complexity, and other characteristics of the equipment to be operated and maintained under this contract to include demonstrated understanding of operation of electrical, HVAC and mechanical systems.

  • This position requires a minimum of three (3) years of experience with managing and related custodial services for Commercial-Industrial buildings.

  • Must demonstrate an extremely high level of attention to detail and the ability to take the initiative and adapt quickly to changing requirements.

  • Must have excellent communication and listening skills and the ability to communicate with various levels within the organization and with clients.

  • Ability to plan, organize, coordinate, direct, and control all aspects of facilities activities.

  • Demonstrated ability to work with the customer to find mutually satisfactory solutions to difficult issues.

  • Knowledge of working with labor unions and/or managing service employees under the Service Contract Act.

  • Demonstrated ability to work with management systems and variety of skilled/unskilled, professional, administrative, and industry personnel.

  • Experience and knowledge of office administration, facilities management, reporting, budgeting and control, and business operations, blueprints, buildings, grounds, equipment, housekeeping, construction, repair, maintenance, purchasing, inventory control, fire, safety management, and OSHA codes.

  • Experience and knowledge of custodial-related services and cleaning strategies, waste management and recycling protocols and procedures, custodial regulatory compliance standards, and Green Cleaning practices (ASTM E1971-05) to include compliance with the Green Seal, Environmental Choice, and Design for the Environment standards.

  • Strong working knowledge of CMMS systems.

  • Demonstrated ability to organize and lead a group of people.

  • Working knowledge of International Sanitary Supply Association (ISSA) Cleaning Industry Management Standard

  • Cleaning Management Institute (CMI) Custodial Technician Basic or Advanced or other industry equivalent certifications highly desired.

  • Candidate must be able to obtain HSPD-12 clearance.

OTHER SKILLS/REQUIREMENTS

  • Proficiency with Microsoft Office 365 Tool Suite (including SharePoint, MS Teams Application, and Outlook).

  • Proficiency with Microsoft Project desired.

  • Knowledge of Business Intelligence products and tools desired.

  • Proficiency with Maximo CMMS highly desired.

  • Experience with facilities management and IDIQ estimating.

  • Demonstrated skill at developing and nurturing strong client relationships

  • OSHA-30 Certification highly desired.

  • Cleaning Management Institute (CMI) Custodial Supervisor or other industry equivalent certification desired.

  • Some travel may be required.

  • Awareness of emerging technologies and project management techniques desired.

Physical Requirements:
