Food and Drug Administration Management Analyst in Silver Spring, Maryland

Summary This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Center for Drug Evaluation and Research (CDER), Office of Management (OM), Division of Management Services (DMS), Property and Travel Services Branch (PTSB), located in Silver Spring, MD. Responsibilities Manages various administrative duties such as documentation of policies, and related written material necessary to describe operating procedures, and administrative practices. Analyzes operational data to identify areas of improvement and efficiency gains within the Property Management Program. Provides technical assistance to management on various aspects of the program that are essential in carrying out the organization's mission. Performs the day-to-day management of the Center's accountable property and provides to Procuring Contracting Officer (PCO) throughout the Center. Provides mastery knowledge applying qualitative and quantitative methods to assess and improve the PMP. Provides guidance to management and employees on various aspects of the program that are essential in carrying out the organization's mission. Coordinates property activities, including receiving, barcoding, and distributing new property. Requirements Conditions of Employment Qualifications The position of Management Analyst falls under the 0343 occupational series. To qualify for this position at grade GS-12/13, you must meet Time-in-Grade requirements by 11:59 pm EST on 07/10/2024. Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Specialized Experience: To qualify for the GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the next lower grade of GS-11 or equivalent band level of responsibility in the Federal Service which includes at least two (2) of the following: 1- Coordinating property activities, such as receiving, barcoding, distributing property, and maintaining accurate records. 2- Providing guidance to stakeholders on Property Management related matters. 3- Conducting analyses to provide valuable insight to management, to improve property management effectiveness. To qualify for the GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the next lower grade of GS-12 or equivalent band level of responsibility in the Federal Service which includes: 1) Serving as a technical authority in property management. 2) Collaborating with stakeholders to resolve complex program issues and develop innovative solutions. 3) Applying Management principles to streamline and/or enhance property management operations. Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
