V2X is seeking a senior-level Deputy Program Manager (DPM) to support the company's contract with the U.S. Army's Global Cyber Center (GCC). The DPM supports the Program Manager and shall have the authority to commit the Contractor’s labor force and use of resources to meet the overall requirements of the PWS. The DPM shall act in the same capacity as the Program Manager during any absence of the Program Manager.
This role requires meticulous attention to detail to support all programmatic functions, including operations support, financial and budgetary responsibilities, subcontractor support, sustaining knowledge of country and state-specific requirements, and other vital program functions. Candidates for this role must have an active U.S. Department of Defense (DoD) Top Secret level Security Clearance.
This position is contingent upon successful contract award to V2X.

Responsibilities
Major Job Activities:
Provides oversight of operational and programmatic functions, leveraging Site Leads and supervising Program Management Office (PMO) staff.
Manages subcontractor funding requirements and maintains prime and subcontractor schedules. Ensures timely sub and vendor purchase requisitions are completed, and updates documentation to track schedule and cost changes.
Supervises cost estimates for travel, ad hoc support, and new tasks upon government request; works with program budget analyst on new tasks and to update monthly forecast with underway hours, travel, PTO, and relocations.
Validates labor, ODC, and travel CLINs on government invoices, and moves subcontractor invoices to government invoices.
Ensures Contract Data Requirements List (CDRL) documentation is accurate and delivered to the customer within specific reporting periods.
Coordinates payroll issues, validates timecards, approves relocation reports, updates overtime workbook, and performs additional payroll related functions.
Acts as the program’s Security Manager, tracking and coordinating SCI nominations / performing QA, checking personnel clearance status, and coordinating with corporate security.
Ensures GCC contacts, distribution lists, and security groups (Active Directory access) are properly updated, and requests user workstations as required.
Utilizes corporate and government enterprise systems (IFS, iCIMS, SIMS, etc.) to facilitate purchase requisitions, complete hiring manager tasks, check personnel clearance status, and perform other managerial functions.
Provides editing support for program publications and provides technical and managerial insight for contract related RFIs and documentation.
Supervises administrative functions, including Activity code updates for new / departing employees, completion of employee verification letters, management of travel / expense reports, and tracking and executing contract-specific requirements.
Serves as secondary liaison between company and Government for the Program, interfacing with Government contracting authorities, other agencies, technical representatives, and managers.
Acts to minimize / correct discrepancies that could impact the program.
Assigns and tracks Tasking and Projects throughout various areas of responsibilities (AORs).
Manages, maintains, and optimizes multiple processes, to include travel authorization and reporting, personnel clearance updates, monthly financial deliverables, and other pertinent data required to fulfill program functions.
Supports program in other matters and performs additional duties as required.

Qualifications
Education / Certifications:
Bachelor of Science Degree in Information Technology, Cybersecurity, Data Science, Information Systems, or Computer Science from a Center of Academic Excellence designated institution or accredited by the Accreditation Board for Engineering and Technology, Inc. within the past five (5) years is strongly preferred.
Completion of the Department of Defense (DoD) Cyber 101 (CY101) training course. DoD civilians and military service members that currently hold a non-cyber related functional community qualification must complete the CY101 training course.
Complete a cyber-related certification found in the DoD 8140 qualification repository and maintain that certification according to its requirements.
Certifications currently associated with DCWF Work Role 801 (Program Manager) are preferred, including: Certified Information Security Manager (CISM), Certified Information Systems Security Officer (CISSO), GIAC Foundational Cybersecurity Technologies (GFACT), GIAC Security Leadership (GSLC), or Rocheston Certified Cybersecurity Engineer (CCE).
Experience / Skills:
At least Five (5) years of experience as a supervisor and/or Project Manager.
Must have proven experience in working with government customers.
Specialized areas of experience include IT support, working with subcontractors, financial forecasting, and proposals, implementation of contract modifications, interactions with the KO and COR.
Must be fluent in all aspects of government and corporate communications media to include all MS Office products and MS Project.
Must have complete abilities in preparing proposals, cost estimation, and technical writing.
Must be an aggressive self-starter with the ability to provide vision to the entire team.
The ability to deploy corporate values in support of the US military mission is a must.
Must be experienced in operating administrative or managerial activities in the IT sector.
Experience in planning personnel requirements, changing mission requirements, and military correspondence. Knowledge and understanding of the Army’s Chain of Command.
Ability to manage numerous tasks and projects.
Clearance Requirement:

Supervisory / Budget Responsibilities:
Assists the Program Manager with managing an annual multi-million-dollar budget.
Helps manage the P&L of the contract and identifies cost savings and growth opportunities.
In the absence of the Program Manager, presents to company leadership during monthly Program Management Reviews, and review EAC, AOP, and current financial data.
Provides monthly Contract Data Requirements List (CDRL) documentation to the government customer, to include financial projections. Be prepared to discuss and explain cost variances, budget, and funding for Labor, ODCs, and Travel CLINs.
