The primary purpose of this position is to serve as the Director of Strategic Plans and Programs at an Air Component Command Headquarters providing in-depth comprehensive analytical services, advice, & support to higher, lateral, & lower echelons regarding the requirements and resources for supporting the development of the USAFCENT Commander's PPBE and JCIDS submissions. Responsibilities Applying expertise, develops, interprets, and implements policies and procedures to provide planning, programming, and program guidance to facilitate the identification and determination of alternative ways to resolve substantive problems and issues of effectiveness and efficiency of work operations for long-range implementation in assigned program area. Develops new methods for documenting planning and programming decisions in appropriate formats, providing expert technical guidance and high-level advisor support, to meet USAFCENT assigned program requirements. Prepares and presents high level briefings of conclusions. Prepares reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment. Plans, organizes, and directs the activities of the division ensuring they complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate USAFCENT objectives. Researches, interprets, analyzes and applies policies, regulations, directives, programs, doctrine, and procedures. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of subordinates. The position advises staff regarding policies, procedures, and directives of higher-level management or headquarters. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying strategic planning and PPBE processes; applying knowledge of applicable Agency program goals and objectives; sequence and timing of key operational events and milestones; methods of evaluating effectiveness of planning actions; mastery of policies and directives regarding requirements, acquisition, and resource management processes; research, development. and acquisition of new/modified weapon systems; providing authoritative advice and guidance to the organization to effectively plan, program, budget and execute appropriations for MPP, RD&A, PPBS processes; applying advanced management and organizational principles and practices; utilizing planning, programming, and budgeting regulations, guidelines, and processes; provide guidelines and advisory services using planning, acquisition, and management processes; design and conduct comprehensive management studies with broad boundaries difficult to determine in advance; ability to plan, organize, develop studies or projects and negotiate effectively with management to accept/implement recommendations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of qualitative and quantitative techniques to apply management engineering principles, concepts, methodologies, and financial management directives, concepts, procedures, guidance, and policy. 2. Knowledge of the organization, programs, missions, and functions of the agency's organizations to conduct studies to determine manning and skill levels to staff installation activities. 3. Knowledge of management principles and techniques pertaining to program resources as they relate to organizational realignment and/or closure, outsourcing, and privatization studies. 4. Skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness, and cost of program operations. 5. Ability to lead, manage, supervise a subordinate staff; and to communicate effectively, both orally and in writing. 6. Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
