Job Description Summary

Regional Government Affairs and Market Access is responsible for identifying and leading all market access relevant government engagements required to drive the long-term success of the Pharmaceutical Diagnostics (PDx) business in assigned half the nation, around 15 provinces. This role is also responsible for adapting and executing national Market Access strategies for the Contrast Media and Molecular Imaging portfolios to advance business objectives in assigned provinces. Critical to success is the ability to identify both short- and long-term marketplace opportunities and implement programs to achieve provincial reimbursement and hospital listings for existing and new products.

Roles and Responsibilities

  • Establish and maintain relationships with key market access relevant stakeholders including but not limited to:

  • Provincial and/or municipal payer and payer relevant government agencies.

  • Provincial level market access policy think tanks.

  • Academic institutions.

  • Local HEOR stakeholders.

  • Local commercial health insurance stakeholders.

  • 3rd parties who can bridge the communication between local policy maker and hospital.

  • Experience with VBP policy in assigned provinces such that the candidate can develop, educate internally, and execute VBP strategies within designated provinces while providing required provide policy analysis. Incumbent will also need to facilitate cross functional teams to ensure VBP bidding results and support local commercial team by organizing VBP related activities and projects that impact the hospital level.

  • Prior experience re-negotiating the NRDL with municipal, provincial, and local stakeholders through proper engagement around a product’s value proposition and relevant reimbursement policy. This would also require experience organizing an AB meeting and maintaining the reimbursement code.

  • Develop reimbursement strategies for radiotracers or enhancement agents for emerging imaging modalities by mapping provincial level healthcare service reimbursement policies.

  • Working knowledge of commercial health insurance (CHI) in assigned provinces to allow the mapping of the CHI environment (by province) and business opportunity for current and future radiotracers.

  • Ability to engage cross functional teams and achieve internal alignment.

  • In depth knowledge of local market access policies in assigned geographies with the ability to collect, analyze and communicate the impact of any new polices on the PDx portfolio.

  • Demonstrated ability to develop and manage projects and activities required to achieve business objectives.

Required Qualifications:

  • Bachelor’s degree in a medical or pharmaceutical area of study preferred.

  • 5+ years of provincial government affairs and/or policy related experience, in the healthcare, medical device or pharmaceutical sector

  • Proven key account management and project planning skills.

  • Proven track record of building relationships and influencing internal and external stakeholders.

  • Ability to develop relationships with key stakeholders and payers, good conflict management and negotiation skills.

  • Result oriented, and customer focused.

  • Fluent English

Preferred Qualifications:

  • Master’s degree

  • Prior experience working at a multi-national corporation.

  • Deep knowledge of healthcare and the products and services offered.
