Danaher Corporation Life Sciences Platform Trade Compliance Manager China in Shanghai, China
This position will lead the Danaher Life Sciences Platform global trade compliance function In China, focusing on providing both strategic and operational support to the individual OpCos in the platform and in assisting the Life Science Platform in developing and maintaining an import and export compliance program in China and enabling the China platform’s strategic business objectives.
Contribute to business strategy by proactive action on trade compliance matters.
Ensures compliance with import and export regulations with regards to: classification (import and export), valuation, quantity, origin declaration, ongoing process maintenance, sanctions and restricted party list screening, training and other areas as identified by the business.
Works in a matrix structure of Corporate, platform and operating company trade compliance responsibilities
Works cross-functionally with internal departments including Commercial Excellence, Sales, Legal, Procurement, Engineering, Logistics and Quality to ensure that all trade compliance requirements are met.
Contributing to business-wide trade compliance process improvements to optimize the supply chain and will be the primary point of contact for answering questions and resolving day-to-day trade compliance issues.
KEY RESPONSIBILITIES
Ensures that company is compliant with domestic and foreign export and import requirements.
Responsible for conducting due diligence on customers and making decisions regarding compliance with all relevant export control and sanctions regulations., escalating to the Global trade compliance leader where necessary. Responsible for reviewing and analyzing daily results from restricted party screening, embargo screening and license checking as well as taking action as appropriate when holds and issues are identified.
Responsible for supporting daily classification activities for parts and equipment including ECCNs (both local jurisdiction and US EAR/ITAR) and HTS classifications
Conducts training on government laws and regulations, as well as company’s policy and procedures, to company associates and new hires.
Reviews, responds to, and escalates as necessary all government inquiries related to trade compliance.
Manages internal and external audits and disclosures.
Provides consultation to business units, global subsidiaries, sales, procurement, project managers, order management, etc. and resolves matters pertaining to export/import transactions and International Trade Sanctions to ensure compliance with all applicable U.S. laws and regulations, as well as local country laws.
Responsible for developing and maintaining customs compliance/export procedures, policies, and documentation.
Works in collaboration with procurement and suppliers to verify country of origin status for marking and trade agreement purposes.
Supports audit related requirements as needed.
Reports to: Global Trade Compliance Director, Life Sciences Platform
QUALIFICATIONS & EXPERIENCE
BS/BA/Commerce/Law degree (Desirable) and a minimum of 5-6 years of import/export administration and 3 years of compliance program management experience (essential).
Extensive knowledge of Chinese import and export laws (Essential) and a wide knowledge of import and export laws across the Asia- pacific region (Highly Desirable)
Extensive knowledge of U.S. import and export control laws and regulations (Essential) as they relate to:
Export Administration Regulations (EAR) of the U.S. Department of Commerce Bureau of Industry and Security (BIS),
U.S. Treasury Office of Foreign Assets Control (OFAC),
International Traffic and Arms Regulations (ITAR) of the U.S. Department of State
Extensive understanding of applicable export, re-export and deemed licensing requirements.
Good understanding of customs valuation and Rules of Origin
Knowledge of various company standard PC applications and operating systems.
Must have excellent verbal and written communication skills and the ability to present them in a technical environment.
High accuracy and attention to detail are essential requirements for this position.
