Jamestown S'Klallam Tribe Grant and Contract Specialist in Sequim, Washington
Jamestown S'Klallam Tribe (JST) is seeking a highly motivated and detail-oriented Grant & Contract Specialist to join our Accounting Department. Under the supervision of the Tribal Finance Director, this position will play a key role in grants administration and contract management. The successful candidate will ensure compliance with reporting standards, manage timely activations and closeouts, and collaborate with Department Directors and Project Leads to meet administrative requirements for both federal and non-federal grants and contracts.
Essential Functions:
- Obtain all approved grant documents from department staff.
- Ensure all grants and contracts are set up timely in the system and maintained along with complete supporting award documentation and budgets and are assigned a proper program and project code.
- Input all compliance, financial, and performance reporting requirements into GMS by creating related tasks assigned to the responsible staff member for the entire life of each grant.
- Responsible for the full life cycle of federal and non-federal grant management by ensuring compliance with relevant standards and regulations.
- Maintain and use grant set-up and close out checklists.
- Work with departments to ensure funds are spent within the grant period, reporting balances and expenditure detail, requesting cost transfers, etc.
- Ensure financial information in GMS is balanced and ties to accounting records.
- Hold regular grant budget meetings with project leads and department heads, in coordination with the Tribal Finance Director.
- In preparation for monthly meetings, review financial reports for all active grants with the Tribal Finance Director.
- Review and post the Tribal Finance Director's revenue and indirect cost entries.
- Prepare and submit all required financial reporting and invoices to state and federal agencies.
- Prepare payroll fringe calculations for departments.
- Prepare GL entries for expense reclassification including supporting documentation that is audit compliant.
- Reconcile GL accounts for grants throughout the life of the grant and at close.
- Perform timely grant closeouts following internal and funding agency requirements.
- Ensure all reports have been filed, payments received, close-out letter sent to the grantee (as applicable), award closed in the GMS, etc.
- Conduct periodic grant reviews, including the required HUD (NAHASDA) internal audit work, utilizing grant documents, OMB Uniform Guidance, HUD ONAP Program Guidance, and other relevant guidelines and regulations as applicable.
- Conduct the Tribe's annual SAM.gov renewal before expiration.
- Administer other applicable organizational accounts with state and federal agencies that are required for grant funding and reporting.
- Approve requisitions in the Tribe's Microix system for all grant/contract expenditures ensuring compliance with grant/contract terms and allowability of costs.
- Evaluate all new vendors for debarment and suspension using third-party screening software.
- Assist staff in understanding grant/contract compliance requirements including Davis Bacon wages, match requirements, environmental requirements, grant/funding agency requirements for procurement, allowability of costs, etc.
- Support the CFO and Tribal Finance Director in the annual Single Audit.
- Adhere to all JST policies and procedures, including standards for safety and work practices as described in the Occupational Exposure Control Plan.
Requirements:
Bachelor's degree in accounting, finance, business, or related field and two (2) years' experience in grant/contract administration, public administration, or business administration, or five (5) years' experience in grant/contract administration.
Strong knowledge of
