Over the years, Amazon has historically relied on third-party systems to provide employee-facing experiences, which has limited scale and innovation as Amazon has grown. Our organization, Foundational People Data Services (FPDS), is reimagining how people services are built by bringing them in-house and enabling innovation for Amazonians by Amazonians.
FPDS is looking for a Sr. Technical Program Manager to lead and build solutions for Amazon's businesses that raise the bar on HR technology. This role will be located in Seattle.
Our product is people-data, along with the data infrastructure and security and privacy services needed to consume, store, and secure that data. Our customers are builders. We build services to make it easier and seamless for builders to innovate on behalf of their customers (employees, managers, and HR teams). FPDS helps builders across Amazon invent experiences with our AWS-like, first-party data services which focus on the builder experience. Our data services power thousands of vital tools and systems employees use every day to connect with coworkers, badge into the office, communicate with others, get paid, and more.
In this role, you will lead complex, large-scale data programs that transform workforce management at Amazon. You will drive the technical roadmap for advanced analytics capabilities, collaborating with senior leadership to align with HR strategies. The right candidate will possess a strong program management background, will have demonstrated experience leading large projects, and will have a well-rounded technical background in current technologies.
As a Sr. Technical Program Manager, you will anticipate bottlenecks, provide escalation management, anticipate and make tradeoffs, and balance the business needs versus technical constraints. You must be able to thrive and succeed in an entrepreneurial environment and not be hindered by ambiguity or competing priorities. This means you are able to develop and drive high-level strategic initiatives while rolling up your sleeves to get the job done. This role will require high judgement on how we can deliver for customers in both the short- and long-term.
Key job responsibilities
Lead large-scale, complex technical programs that enable Amazon to efficiently manage its global workforce data.
Drive the technical roadmap for critical people data services, ensuring alignment with business needs and scalability requirements.
Collaborate with senior leadership to define program strategy, scope, and success criteria for foundational people data initiatives.
Partner with cross-functional teams of data engineers, business intelligence engineers, software engineers and product managers to deliver high-impact solutions.
Develop and maintain comprehensive program plans, including timelines, resource allocation, and risk management strategies.
Establish key performance indicators (KPIs) and metrics to measure program success and drive continuous improvement.
Influence global stakeholders to drive adoption of new people data capabilities
About the team
Beginning in 2022, we built Foundational People Data Services, a secure, reliable, and fast way to store and consume worker data. We have helped builders across Amazon invent 7,800+ and growing experiences with our AWS-like, 1P data services which focus on the builder experience. We obsess over ensuring our data services are as foundational as electricity and water – always available, completely reliable, and convenient to use by builders. We’ve launched a secure and scalable people data store and event publishing bus; a people data catalog with federated ownership and compliance; role-based authorization and access controls to protect confidentiality; streamlined privacy reviews, depersonalization, and data subject access/deletion requests (DSARs/DSDRs); Tier-1 real-time data APIs for people data (PAPI); high-volume data transfer to the Andes data lake; and synthetic worker data to streamline testing.
We have seen rapid growth, with Amazon systems consuming 1 trillion employee records annually through billions of API calls to our 1P data services each week. We now have 5,000+ builder customer teams across AWS, Alexa, Payroll, Builder Tools, MyHR, A to Z, Clarity, GREF, Workplace Health & Safety, Time and Attendance, and more – over 75% of them are outside of People Experience & Technology (PXT). Our 1P data services offer real-time APIs and updates, powering vital end-user tools like Phone Tool (1,100+ page views per minute and 50M+ per month), Chime (800K+ calls per workday), Slack (350k+ employees and contingent workers using per workday), facilities badge access (95k+ salaried employees currently swipe in/out of their building each work day), LDAP, internal systems access, payroll, and more.
Basic Qualifications
5+ years of technical product or program management experience
7+ years of working directly with engineering teams experience
3+ years of software development experience
5+ years of technical program management working directly with software engineering teams experience
Experience managing programs across cross functional teams, building processes and coordinating release schedules
Preferred Qualifications
5+ years of project management disciplines including scope, schedule, budget, quality, along with risk and critical path management experience
Experience managing projects across cross functional teams, building sustainable processes and coordinating release schedules
Experience defining KPI's/SLA's used to drive multi-million dollar businesses and reporting to senior leadership

Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from $133,900/year in our lowest geographic market up to $231,400/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. Amazon is a total compensation company.
