The Department of Laboratory Medicine and Pathology has an outstanding opportunity for a Manager Of Program Operations to join their team. POSITION PURPOSE The purpose of this position is to develop, implement, and manage the overall strategic and operating plan for the purchasing unit in Laboratory Medicine and Pathology (Over $30M annually). This position reports to the Director of Administration and Finance.

DUTIES AND RESPONSIBILITIES Operations:

  • Develop, implement and manage the overall strategic and operating plan for the purchasing unit in Lab Medicine and Pathology.

  • Develop and design tools for leadership and users of in utilization of purchase software.

  • Maintain records for all required or mandated documents for all purchases, contracts, agreements, etc.

  • Oversee all purchasing activities for the department, to include but not limited to Reference Lab, Clinical Labs and Grants and Contracts.

  • Communicate with the DLMP staff with regard to any updates to workflow, processes, and requirements that affect the lab operations.

  • Responsible for writing policies/procedures related to department purchasing operational tasks.

  • Support and advise leadership for all purchasing matters and UW Administrative processes.Fiscal and regulatory:

  • Responsible for FTE budgets, supplies, and annual budget proposals.

  • Perform complex fiscal analysis and financial reporting including vendor analysis.

  • Ensure compliance with all relevant governing agencies and processes related to purchasing process, payments, contracts, agreements, etc.

  • Interacts with vendors and outside agencies for Service Level Agreements (SLA), substitutes, troubleshooting, payments, credit, quotes, etc.Supervisory/Managerial:

  • Interview, hire, and orient new leadership staff.

  • Hold staff accountable for ensuring training, continual education, and in-service education for staff.

  • Evaluate performance and deliver timely performance evaluations; provide fair and immediate feedback regarding job performance for staff.

  • Counsel and mentor staff to improve performance; recognize superior performance; develop performance improvement action plans; recommend corrective action as necessary.

  • Hold staff accountable for ensuring timely performance evaluations and immediate feedback regarding job performance of and corrective action for staff.

  • Build an environment where everyone is empowered to report areas of concern to Management and/or the Department Compliance Officer/Committee.

  • Perform corrective actions up to and including termination. MINIMUM REQUIREMENTS

  • B.S. or B.A. degree in Accounting, Business Administration or other related field and 5 years of strong administrative experience including project management, fiscal and lead responsibilities, preferably in an academic or healthcare-related setting. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. DESIRED QUALIFICATIONS

  • Previous experience in management of healthcare purchasing and procurement.

  • Experience with laboratory purchasing and procurement.

  • Experience with dealing with vendors and contractors.

  • Demonstrated excellent verbal, written and interpersonal communication skills.

  • Proficiency in Microsoft Office software, ACCESS and with UW fiscal and personnel procedures as well as laboratory purchasing systems.

  • Demonstrated problem-solving skills and fiscal skills, strong attention to detail and ability to adeptly manage multiple priorities and timelines.

  • Experience with management of operations, including direct supervisory experience of three or more employees.
